Used the BUY IT NOW feature to purchase an item at $26.60 USD. Paid within 10 minutes of winning the auction. Seller waits 5 days, cancels my order claiming I contacted them and requested such. Item has since been re-listed at $29.95.
Surely this isn't how it is supposed to go?

I get it. That is annoying at best. I understand. I too recently had a seller that is a drop shipper cancel my order saying I asked them to when it was because they were OOS. I was aware they were a drop shipper, I took no issue with that since their price was reasonable. But I did take issue with them saying I asked them to cancel.
I drop ship stuff too. Done correctly you don't have to disappoint buyer like this except on rare occasions. But you have to be willing to do the work to keep inventory levels accurate and you need to be dealing with a vendor that will give you access to that information. Not all are created equal.

To cancel an order and relist it for a higher price is never a good thing for any seller to do. We have seen many stories like that over the years on the threads. Most weren't drop shippers but just regular sellers wanting a little more money for whatever item they were selling. But I agree, never a good idea to do this.

A year or so ago a seller did this to me. An item that was over $2,000. He took it upon himself to cancel claiming I requested when we never even talked. Apparently he "accidentally" called the item new when it wasn't. I told him it's fine that he made a mistake, but own up to it. He totally played dumb making up previous convos that we never had. He was selling multiples of the item that was "new", but at a higher price. I told him he could just send me one of those, but he refused giving excuses.
I told him it's fine that he made the mistake. But because of the way he is handling the mistake (not owning up, making up lies, playing dumb), that I'm going to prosecute to the fullest extent because his behavior hurts all sellers. After I left appropriate negative (he received numerous negs from other for the same reason... some where even successfully revised), he comes back to me to try and bribe me to remove it. I decline his offer, calling out all his **bleep**. He then turns hostile with his messages and we just stop there.
I report him to ebay CS. He is currently still selling strong in ebay.

And that's what it's really all about - lying. I have no problem if the seller wants to back out of a transaction, there's more stuff out there than I have time and money to buy. I'm even ok with them using "buyer requested" as a reason. Just be upfront about it.

Just a small point to make regarding your post, OP. If you purchased using the BIN button the part about winning the auction is inaccurate. There was no auction, you made your purchase and paid ten minutes after the listing ended.

SO TRUE. On the rare occasion I've found myself in the situation of needing to cancel a transaction, I've always been honest with my buyer. I may not give them all the details, but I'm honest about what has transpired. Fortunately this doesn't happen very often for me. In fact in the past 2019 it happened once. And I have the defect to prove it. LOL

Ebay staff has said there is no longer a way to report this.
So phone calls no longer work so don't bother.

I think your interpretation of that postings might not be completely accurate.
First the posting says there is no way to dispute the reason for a cancellation, which is true. You can't do this online.
The posting says NOTHING about calling the issue into the call center nor does it say that phone calls don't work. Calling the issue in is the only way you have to report the issue at hand.
I have called in such issues and reports have been made.

We just see it differently. He did answer the question he was asked. Should he of stated that you can call Ebay and report the seller for misuse of the cancellation system. Yes I agree he could have taken his response a step further. But because he didn't choose to do that doesn't mean you can't call Ebay and report the seller, because I know you can as I have.
For you, you may not choose to call Ebay and that is your choice to make. Nothing wrong with that if it works for you.

Am I doing something wrong? Or does the "Report a seller" process I've just gone through (above) not actually do anything?

FYI, a few months back I brought this up on the Chat. So this is/has been a long standing issue.
