Seller NARU, bogus Tracking Numbers

I bought an item, paid right away, later that day got message that seller was NARU, I tried to cancel but was past the 1 hour window, now they added three different tracking numbers that are most likely fraudulent, one said delivered Jan 31, one from ups said delivered Feb 1, I called ups, they told me there was a package delivered in my town yesterday with that tracking number but not to my specific address and they would not tell me where because it was changed by the sender. I have tried opening a claim on ebay but may have to wait until Feb 4.
If they have two different tracking numbers that show as delivered, even though they were not delivered to me will I lose even though the seller was NARU, this is out and out fraud, I believe they have hijacked the tracking numbers. Is there anything else I can do?

When did you buy the item? Because the seller has entered tracking showing the item was delivered, the dispute will be closed in their favor because ebay's Item Not Received system is automated, and only looks for a delivery scan.
You can appeal that decision, but you will have to provide information showing the tracking information was false and delivery was to a different address. You cannot use email messages or screen shots, You have to get a signed note written on the stationary of the shipping companies. When you go to a P.O. or store, take information proving you bought the item (easy if you use a phone or tablet and the app) Hard copy print outs if you use a computer. If the seller gave you two tracking numbers from the same service make sure to have both with you. Check or ask if the originating zip code or city matches with both
UPS will not give out specific information concerning shipping labels, Addresses zip codes, package size and weight. You have to ask for general information saying "the label's address doesn't match yours and/or there was an address change during shipping not to your address" If the package was an envelope not a box ask them to write that the package was not appropriate for the item ordered.
The most important thing is to get the general address info, have the person sign the note and give the store number. You can add a clear photo or scan of the note to the appeal. Add a note saying the seller is unregistered as well It will be looked at by a real person, and you should get a refund.

Thank you, I am thinking I can fall back on my credit card also if this does not get resolved by ebay or paypal.
