I bought the Graphics Card on eBay and paid as eBay seller on May 17, 2021
eBay Order number: 02-07079-78141
eBay seller updated the tracking number and closed his account on eBay.
Then, that item was shown as UNAVAILABLE (Removed Item) on my Purchases section of eBay.
I wanted to report this strange situation to eBay, but it didn't work out.
That seller was "No longer a registered user", buy only the option "contact seller" was shown to me.
I filed on May 20, 2021 on Paypal.
I checked on eBay that the package had arrived, but it was not in my mailbox.
So I reported the issue to USPS.com on May 24, 2021
Supervisor Customer Services of our local post office sent me email on May 25, 2021.
He told me that the tracking number is addressed to another address, NOT my address.
that the package was delivered properly to another address. So request has been marked as resolved.
USPS supervisor suggested me that contact the sender and verify the tracking number and address.
He also let me know his name and post office phone number.
I updated on Paypal an update that the package had not been delivered to my home, and shared an email from USPS.
I let the Paypal Investigation Team knows that my local post office number and supervisor name.
I wanted the Paypal Investigation team to contact the post office and find out that the package had not been shipped to me.
Finally, Paypal had reviewed this transaction and were DENYING my case on May 30, 2021.
Is eBay a group of scammers with a lot of scammer sellers?
Did the post office lie that it wasn't my thing, wrongly delivered it elsewhere?
If the post office was true, the seller was lying, and if the seller was truthful, the post office was lying.
But in both cases, I'm right I didn't get the package.
Is PayPal a fool who doesn't recognize that?
What do you think?

Had the exact same scam attempted on me, and according to the listing info, at least 3 others as of the time of my order. I luckily have a habit of checking in on my purchases on ebay regularly having had "sellers" take the money and run on a few occasions. Ebay seems to be pretty alert to this specific scam. ("Seller" takes a few "sales" worth of money, sends something worthless either to the same zip code as the victim or somewhere totally unrelated to provide a tracking number, then they just duck out and keep most of the stolen money)
I know it won't help much now, but in the future you should immediately file a claim when a seller deletes their ebay account. Even if they proceed to provide a tracking number via paypal or email. It's more common than most people realize until they're dealing with it.
You should still be able to file a claim through ebay itself from your recent purchase entry for the item. I didn't go through paypal when dealing with this, so don't know how they handle it, but ebay made it right pretty quick. ymmv though

Nope, once they filed a claim with Pay Pal, you can't file a claim with Ebay.

Since you opened a case on Pay Pal first, you can't open one on Ebay now.
You can try appealing the case with Pay Pal and if that doesn't work, file a claim with your credit card.
