I bought an item on Feb 20. The seller provided a tracking number indicating that the item was shipped on Feb 18, which was three days before my purchase, and delivered on Feb 22. Nothing was delivered. Seems like an easy issue to resolve this scam via eBay's Resolution Center, but every attempt to open a case ends in a message saying "This site can’t be reached. ocs.ebay.com unexpectedly closed the connection." Is anybody else having issues with the Resolution Center?

I just tested it for you and it seems like they're having server issues, try again later or tomorrow. The first page was very slow and the second wouldn't open.

Can you contact the seller who purchased the item?

Since the tracking # show delivered , DO NOT open an "item not received " case as it will automatically be closed and then you will have to appeal it or go to PP. This is the mistake most buyers make. I would contact an ebay rep ahead of time to show them the issue and you may be required to get proof of the delivery adddress from the carrier, or maybe ebay will check.
I'm assuming the seller is not being helpful if your going to resolution center

If you don't show the seller, his account may have been suspended by ebay. it will be easier for you to contact ebay to find out more about the problem.

To contact customer service...Use the "help & contact" link and you can either have them call you or chat. To chat with agent, open the automated chat and choose the option at the bottom "contact an agent", then you will be connected to a live agent. I use the chat most of the time and works great.

Is the item still showing in your purchase history, or has it been pulled? If it is still there you can try using the Chat or Phone option by going through the Help & Contact button, but there is no guarantee that the rep you reach will be able to access the tracking information, from the carrier's site.
Did you try filing a dispute by going to the more actions drop down menu to the right of the item title in your purchase history?
If that is working you can try filing an Item Not Received dispute, but because of the tracking scan the case will be closed automatically by ebay's automated system. At that point you can file an appeal which will be looked at by a real person. Make sure to say the tracking was generated before the item was purchased and paid for, if you can, add a screen shot to the dispute, with that info the original case will be overturned and a refund given. (link to appeal process below) Since there is time left to leave feedback, wait a few days after winning the appeal before leaving feedback.

We've seen this shipping scam play out many times now and every buyer has made the same mistake IMO. Why would you still be suggesting to open an "INR" case first to be automatically closed because a fraudulent tracking # shows delivery. I'm sure ebay is wise to the scam too at this point, and with this particular tracking # showing it was shipped 2 days before the OP purchased the item should be the clincher. Why not notify ebay ahead of opening an INR claim and let them advise you how to proceed. They will be a lot more helpful before any claim is closed in the buyer's favor, plus if the buyer decides to go to PP or their CC instead of appealing, they can't even leave feedback since it will show they lost the case on ebay.

I had this happen to me before, but I called Ebay right away. I know a lot of people say they have a lot of problems getting to talk to them, but so far I have not.

My issue with the Resolution Center is they don’t do anything to resolve the issue or read the complaint. I purchased a 1250mg bottle of Krill Oil for $23 from a Seller and he sent me FROM AMAZON a $17 bottle of 1,000mg Krill Oil instead of the more expensive 1350mg. Do you think this is resolved? NO! I got a message earlier saying “Congratulations we resolved the issue in your favor and you have received from Ebay Shipping a full refund of $1.25…!!!!????” First - it was FREE SHIPPING! What I am entitled to is to be able to return the item and receive a full refund or replace it with what I ordered for $23! I think the Seller is screwing with me and Ebay because when I contacted him he just said “just wait for Ebay to handle it”…and now this!!! And you cannot reach the Resolution Center because they keep redirecting you back to message the Seller. The Seller is playing games with me its clear. To have received $1.25 for postage (?), which has no bearing on anything since it was free ship and not receive a full item refund or a label to return the item just shows you clearly he’s playing games. He’s a big seller on Ebay with like 137,000 sales - he probably knows every trick in the book to screw people through Ebay because he knows the Resolution Center does not really get involved. If they’d have read the complaint, a $1.15 “postage” refund would not have applied to this case or been acceptable and the Resolution Center would have agreed and not let this happen!

This thread/disucssion is about a year old. If you have been a victim of the fake tracking scam, there is a lot of information available to you. Please start a new discussion with some details, dates, what carrier was used for the tracking number, and there are people here that can advise you.

Yes, you should get the full $0.83 cents refund because 2000mg arrived, instead of a 150mg cup.
But now, instead of contacting the seller over and over, just click "Return this item" beside the item
to start a return request using the "Wrong item sent" reason.
Again, do not talk to the seller any more. After 3 business days, if you don't have a refund or a free return shipping label, come back to click Ask eBay to step in.
If you get an Amazon return label @scouser5144 -- because it's not returning to the return address shown on the returns page -- if the seller does not voluntarily refund after its return to Amazon
- click "Contact us" at the far bottom here, or
- reach out to eBay here,
and ask eBay to review the tracking number and issue your refund .
