Unable to request an invoice for combined shipping.
I received the following error message: The seller does not offer combined shipping discounts. The seller has disallowed combined payments and shipping discounts. Please proceed to checkout to complete your purchase, (error code: 80016).
I did email seller before purchasing the items and was told that they would combine shipping for the order.
Are they missing a setting in their business polices? If so, what should be checked or unchecked to make this issue work.

the seller said they would combine shipments but you really want the discount
you are trying to make an issue work but I do nt think there is an issue
combined shipping does not come with a discount unless it says so
other buyers here have been wating for a combined invoice for too long and lost the purchase
maybe you shoud proceed to checkout and pay for your items

Yes the seller needs to change their settings
They need to go here and select yes to combined shipping

I think that when the majority of sellers say that they combine shipping they mean that they will combine the cost as well. It's more likely that the seller doesn't realize that the cart is giving that message.
Message the seller and tell them the problem that you are having. They might want to make one listing for both items so that they can combine the shipping in the listing. The request total button doesn't work in all cases but the seller may not be aware of that. For example, if their listings require immediate payment, a total can't be requested.

As a buyer I get that message all the time. There are a number of things that will prevent you from asking for a combined invoice in the 'cart' situation. Some of them might include items of different shipping classes, one of the items was "on sale", some were auctions while others were fixed price, one of the items has immediate payment required (chosen by the seller or eBay's 'stealth' version) etc.
Just use the 'contact the seller' feature before you pay, and ask for one. That often works.

Or better, have the seller send an invoice because they can create one.
