So i recently bought a graphics card on ebay and I found out it was a scam fairly soon. The seller said the item was shipped and I didn't receive anything. Other reviewers of the product also said they had the same issues. So i filed a case in ebay trying to say I got scammed but every time I clicked the "ask ebay to step in" button it said "technical hiccups. Please try again later" So that ended up blowing the 24 hours I had to "ask ebay to step in". What else can I do at this point? Ebay says the case has been closed and I don't know how I can get my money back.

Try contact customer support. Did the scammer upload a fake tracking number? Sometimes they send a empty package to the same zip code. Hope you get your money back. Worst case scenario, you file a credit card charge back. Good luck!

Was there a tracking number uploaded to the item in your purchase history, and did it receive a Delivered scan? If that happened let us know so we can tell you what to do.

Where did you get the idea you only had 24 hours to ask ebay to step in? Where ever you got that information from it was wrong. You really should read the terms and time frames for using ebay's Money Back Guarantee (MBG). There is a link to its policies on almost every listing. There are only two types of disputes you can file using the MBG, Item not received (INR) and Item not as described (INAD). There is not an option to report a scam in its system. In the Resolution Center there is an option to report an issue with a seller, but in many cases it is unnecessary to use.

Graphic Cards, Game Consoles and other electronic items in low supply due to chip shortages, have become highly scammed items. Usually, those scams start with a below average selling price. If the card you bought, was listed below the trending price, that should have been a warning.

Really? I rarely used ebay in the past so I guessed when the time frame runs out for the case of an item then there's no way of contacting ebay any further about the case.

Yes, it did.
Usually, those scams start with a below average selling price. If the card you bought, was listed below the trending price, that should have been a warning.
It wasn't, I bought it for 50%+ msrp of the price.

If you filed a dispute depending on which one of the 2 you can file, you have 23-30 days to ask ebay to step in if the seller does not respond or offers an unacceptable solution. If you let that time frame pass, then the case is automatically closed.
You say there was a Delivered scan to the tracking number you received. Was that tracking number uploaded to the item in your purchase history? Did you receive anything? If you did not the seller probably used tracking for something sent somewhere in your zip code, or even to one in another state. That has become a common scam. Did you check with the shipping company to see if that was the case?

I didn't say all scams start with a below trending price. Depending on the Card and its availability, it isn't unusual for the prices to be well above MSRP, and still be scams in the example categories I mentioned.
Since you apparently let your case close or waited until there was too little time left to ask ebay to step in. Your guarantee protections are over. However if you paid using PayPal you have 180 days from the date of purchase to file a dispute with them. If you did not receive the item even though there was a delivered scan. You will need to contact the shipping service and find out if the label had your address on it, and if the package size,type, weight was appropriate for what you bought. I have heard that PayPal reps can call UPS and confirm the validity some of that info. If the shipping was through USPS or FedEx you will probably have to do a little leg work to get the info needed to get a refund.
Go to your local Post Office or FedEx store and bring proof of you being the recipient, eBay Order Details and Purchase History pages w/ the tracking number on it. If you used a phone/tablet etc. for the purchase bring that, or print copies of those pages if you used a computer.
At the store ask the clerk to compare the shipping label info address, package type/size/weight to the Order details info. They cannot give out specific information, but they can write a note on company stationary saying things like; the shipping label's address does not match yours, and if applicable that the package type/size/weight. doesn't match what you should have received.
The note needs to be signed and dated by the clerk and give the store#.
You will need to take a clear photo or scan the note to present to a rep. There is a place to upload that, in their dispute process. That is usually enough to get a refund.

This mess is a good case and point of the FLASE and crooked methods of eBays protection policy for both seel and buey.
If such as the freight forward mess of a few cases being possibly a owned or employee of a freight forward company so no seller protection due to such..
And the buyer protection (guarantee) being that a great deal of cases where tracking shows delivered and proof has been given that it was not for their addy> If eBay went with such as for the seller protection I mentioned here:
then any claim of tracking showing delivered should be accepted by eBay and the buyer refunded:
due to prior policy events.
It just goes to show you eBays protective is a scam.
as for the topic. you will need from the shipper that the item was not delivered to your address: and file a law enforcement report of such: and get both in written form to file an appeal on this case.
