I purchased a powmr ppt 60 a solar charge controller on july 25 and I installed it two weeks later the product failed contacted seller and and they wanted me to tell them what happened then they said I needed to take pictures of my system then they wanted me to video it for the electronic people then they wanted me to fillout out a return product failure. On october 18 th they sent e mail do I want a refund or replacement and I answered refund but have not recieved any reply.

As long as it's been, you'll need to open a case through Pay Pal or your credit card.

The seller knows your buyer protection on eBay has expired. You can probably still open a return case but it won't be able to be escalated for eBay to step in. File a dispute with PayPal if you paid that way, or a chargeback with your credit card.

After you open an item not as described case with Paypal, or do a chargeback on your credit card, do yourself a favor and go back and read eBay's Money Back Guarantee for buyers. It's seen in every listing and explains a buyer's options, together with required deadlines, of what a buyer can do if/when a transaction goes wrong. Your issue could have been resolved long before this.

You may have an issue with a PayPal case. Typically you're only covered if a product arrives defective. Once you've installed it, the seller can argue that something in the installation process caused it to fail.

If you first messaged the buyer 2-3 weeks after purchase about the item failing, then eBay may still cover you under Buyer Protection because you have been attempting to work it out with the seller but they are dragging their feet on getting back to you.

Ebay doesn't care if you were trying to work it out. They only care if a case is opened within 30 days of receipt of the item. If not, you have no recourse through eBay.

Sorry, very FAR from accurate. eBay 30 day Money Back Guarantee is 30 days from the delivery date. Period. Doesn't matter 'when' you tried to talk to the seller.
Past 30 days. Done deal.
The OP can 'try' with their payment source.

I've seen exceptions but you could be right.

Misinformation and 'hopeful wishing' does not steer a fellow member in the right direction. They either contact the 'original' payment source or simply be done and eat it.
