I purchased two pre-order card boxes from a person I later found to be a scammer/fake lister. The total for both boxes was around $250. Somehow, the person managed to ship something that showed as "arrived" on Ebay that I never received BEFORE the item was even released to the public (the pre-order was for mid June, I supposedly received the package mid May.
I opened a case that was denied because the item showed as received. I wasn't even given an option to return something, it was just denied. I couldn't see any way to appeal the decision so I closed the ticket hoping I could reopen then. Instead, it seems that now nobody at Ebay can help me because I closed the ticket.
The listing has since been removed from Ebay but I still have not received a refund. I don't see any option anywhere to open a case and every time I get to the case details it's a blank page showing that I closed the case with no indication of what I could do next. Any help would be very much appreciated.

I hope you paid by credit card. First click the help and contact link at lower right of this page. Speak to an eBay rep explain it's the fake tracking number scam. If you have a tracking number that shows delivered, call the shipper and get a letter saying it was not delivered to your address. That can take many calls but keep trying each call gets you a different rep at the shipper. It can be an email, that will do.
If eBay can't help and you paid by card this is the next step.
With that in hand call your card company. They will give you a number to fax that shipping letter to.

There is an appeals process for ebay's Money Back Guarantee (MBG). However, because you closed the dispute you can not appeal. If you paid using PayPal they have a 180 day (6 months) from the date of purchase buyer protection. To make sure you win it you have to do a bit of leg work.
Go to your local Post Office, UPS or FedEx store and bring proof of you being the recipient, eBay Order Details and Purchase History pages w/ the tracking number on it. If you used a phone/tablet etc. for the purchase bring that, or print copies of those pages if you used a computer.
At the store ask the clerk to compare the shipping label info address, package type/size/weight to the Order details info. They cannot give out specific information, but they can write a note on company stationary saying things like; the shipping label's address does not match yours, and if applicable that the package type/size/weight. doesn't match what you should have received.
The note needs to be signed and dated by the clerk and give the store#.
With that info you can file an appeal. When you do there will be a place to upload documentation, a Clear photo or scan of the note. If there is no place to upload mention that you have written proof the item was delivered to another address.

At the bottom of the eBay page click on help & contact, then buying, & at the very bottom you should have the option contact us, chat should appear.

I've gone through every contact us and help link available, including disputing the decisions. Apparently I need more evidence that the listing was fake or that I didn't get shipped what was promised. Should I contact UPS first?
Again, the listing was for an item that RELEASED mid June and was shipped and delivered (allegedly) mid May, so there is no possible way the item could've been legit. How is this not enough for Ebay to issue refunds? Also, the listing was taken down! So they obviously know it was fake, but still no refund.

So are you saying the tracking shows dates before you even ordered it? Or did you actually order it back in May, but only after realizing it was a scam did you know that it wasn't supposed to be available until June?

It was shipped and delivered in May even though it was a pre-order for an item that released in June. Again, Ebay even removed the listing because they realized it was fake themselves.
It was delivered after purchase.
