Problem with refund

I bought two blu rays from a buyer some time ago(he had good reviews)but they did not arrive at the estimated time.I asked him about that and he refused to respond.I opened a request and eBay refunded me the money (the seller is no more registered) but only for the one blu ray.I go to the resolution center to open a case (which I did) but it asks me to contract the seller or the case will be closed.Can please anyone please help?

Did you but two Blue Rays with different titles, or two with the same title?  You could have filed a dispute with ebay through the resolution center the day after the last estimated delivery date. In this case after a few days of the seller not responding to your message.   The seller would have had three working days to respond to the dispute, and if they did not you could have asked ebay to step in and issue a refund.

If you purchased two separate titles from 2 listings, you have to file a dispute for each one, even though you only made one payment. If it has been more than 30 days since the last estimated delivery date. You would have to file a dispute through PayPal, but you would have to explain that the refund you received through ebay was only for one blue ray, not the second one.

You can use the Help & Contact button at the bottom of most ebay pages and explain to the customer service rep that the seller is no longer a registered user (NARU), but you only received a refund for 1 blue ray so far. 

Contacting a seller is not necessary when you have tried already or if they are NARU. You only have 30 days from the day you open a dispute to ask ebay to step in, you should find a button/link to do that in the Resolution Center console.

I think since buyer has cancel the account you are stuck.  E bay for sure is not going to refund out of their pocket. They take the money back from the seller.  If they can not do that.  Like I say they will not refund out of their pocket. Only take it from the seller pay pal account.  If the seller no longer has account. No way for them to get the money. So the money back guarantee really is not e bay saying they will stand behind the sale. But saying they will make the seller stand behind it.  So if their is no longer a seller.  I think you will not get any money from e bay.  Sorry this happened to you.

Ebay occasionally does courtesy refunds.
