So I bought a coin from a seller in Kazkhstan. Two weeks ago he messaged me to tell me that due to airplane grounding in his country he can't ship and he will refund.
What it appears he's done, is gone and marked my item unpaid. Now it shows "payment pending" but when I go to the paypal transaction it shows what I paid (a whole $4.08 for the coin and shipping), but no evidence of a refund.
I tried to file and INR, and it won't let me because it's not recognizing that I have actually paid. The seller did not cancel the transaction on eBay like he was supposed to (which would give me my refund). I even instructed him how to do this at buyer's request (because I agreed to let him cancel in light of the fact him not shipping is not his fault).
I tried to go into Paypal to file a claim there. I don't know how I'm supposed to do that, it just keeps sending me to the resolution center which isn't doing anything constructive except letting me message the buyer.
What do I do now?

Check with paypal. Since it says pending, it looks like it never went through. They can check that and take care of any issues if there are any.

You cannot, BY DESIGN, file a claim from the PayPal Transaction Details page. That's the beauty of the flabbergastation, to be caught in a loop between eBay and PayPal.
Instead, open an INR dispute here. Go back immediately to click Escalate to PayPal at the bottom of the page. Then just wait for your four loonies.

Thanks. For some reason I thought you could, but it's been probably 7 or 8 years since I've need to file my dispute in Paypal.
In Paypal it went through, he has my money. The pending part shows on eBay but it's telling me that my payment to him is pending (whatever that means).
I was able to file a dispute with Paypal. I get that it's only $4, but the point is he's not even trying to ship it to me, he just wants to cancel, so I think I should get my $4 back. I'm OK with him cancelling, I just want my refund.
I'm leaving it until Thursday to give him a chance to respond (I sent him a note through eBay to tell him I didn't get my refund), and resolve this. I'll escalate it to a claim if necessary.

if it says payment pending on ebay go to that order on paypel and cancel the payment
