Hello. I am asking for help trying to find a solution to my problem.
The seller has given me the run around for three months. On Jul 27, 2024 Order total:US $717.70 Order number:21-11858-72933, I purchased 14 custom blinds. on August 30th, I received one blind. I contacted eBay and started a case of a lost package. The seller closed the case and provided eBay the delivery proof. The problem is that while yes, I received one package, there is no way that it contained 14 blinds. I have photo proof that I sent. The seller contacted me and told me that they would send me out the missing blinds. I have the entire back and forth conversation that I have had with them since July saved showing that they were supposed to send me the missing blinds. on September 24th, I was contacted that 6 of the 13 missing blinds were being shipped and got a tracking number. I received those 6 and they gave me a promise that the remaining 7 would be sent.
It is now November 21st and I still have not got the last 7 blinds. The last message from them was Nov 7th, promising to ship the blinds to me ASAP. Using the automated chat with eBay is leading me nowhere because according to eBay the case is closed with the appeal window closed as well.
Can anyone help me please?

Ebay cannot help you since it has been more than 30 days since date of delivery.
File a dispute through Paypal if you used Paypal to process your payment or contact the funding source you used to pay for the items.

Now that both eBay and PayPal cannot help, file a chargeback with your card issuer for the remaining amount of your payment, to get your refund for the rest of your blinds.

The problem started when you filed an Item Not Received (INR) dispute. You only use that option when you do not receive anything at all. The proper dispute to file would have been Item Not as Described (INAD) and the reason for it would have been missing parts or pieces.
When you do not receive something or it is not as described, once you file a dispute it will remain open for 30 days. A seller should respond within the first 3 days by either refunding, sending the missing items, or if something is damaged a return shipping label.
When you open a dispute it appears just above your purchase history and ebay will give you a date when you can ask them to step in, if the seller doesn't take an appropriate action like;
(Prove shipment, Send a return label, Send missing items, or Refund)
You only get one shot at filing a dispute, in most cases.
If you do not ask ebay to step in within the 30 days, the dispute gets closed in the seller's favor.

You are WRONG.
Paypal allows disputes up to 180 days from date of purchase.

Paypal allows disputes up to 180 days from date of purchase.
This would be a NAD case and PP only allows 30 days for a dispute in cases of "not as described."
INR through PP is 180 days but since they changed their policies, the OP won't win through PP.

Paypal changed its protections back in May. Now they also only allow item not as described cases for 30 days after delivery. They do still allow 180 days for item not received cases.
