Buyers - PayPal Credit Cards, Debit cards, Google Pay, Apple Pay.

Sellers in Sri Lanka - at the moment, you would need a PayPal account to accept payments, but, you know that your government doesn't allow that.

Being that you're in Sri Lanka, I believe you can pay with PayPal but not receive payments through PayPal based on your government's issues with PayPal.  Thus you cannot legally sell on eBay.
