I bought two shirts and only one was in the package. This is the first time this happened to me, so I contacted the seller and they responded with the tracking information. Sent another message stating I'm not disputing whether the package came or not - the item wasn't packed. No refund - so I asked eBay to step in. I guess it was a robot response because they obviously didn't look at the request. They gave the same answer as the seller.
So the appeal is in.
I know now that my mistake was that I checked the "Item not received" box instead "Item not as Described". The seller is from China and is obviously a scammer.

Hopefully, you can change your claim to "item not as described" "missing parts or pieces". The seller from China is supposed to either send you a return label (they won't) or send you MONEY (usually through PayPal) to return the item. (They won't. but often employ their usual stall tactics).
You might want to check USPS, and calculate the cost of the return with delivery confirmation, and let the seller know that amount. They aren't going to do that either, but if you return to the item not as described claim after a few days, you can escalate it (ask eBay to step in and help).
Do NOT accept an offer from the seller to send the missing item. Best advice for the future is NOT to purchase items from China or the drop shippers that offer their wares.

I was always leery of buying from China (this was my 1st time) for just this reason, but this was a low priced item. I did get a refund on my appeal from eBay and NOT the seller.
REASON:
"We changed the outcome because we determined that the item was stolen after delivery."
I know the item was not stolen because the bag the shirt came in was not big enough to hold two shirts. I took a picture of bag and attached it to the appeal.
It's ashamed that eBay has to pick up the cost because of this seller.

Business is all about the averages. EBay will NOT be 'picking up the tab' for that seller again.

Don't waste your time worrying about eBay picking up the cost. They will get the money out of the seller, one way or another.
