I opened a case for an item not as described. eBay said I would receive a refund once the item was returned. I returned the item. Tracking said the delivery was attempted but the addresses was not home and they would attempt another delivery that day. Day after day has passed and the tracking information has never been updated. Has the seller found a way of never refunding me by not accepting the package from the Post Office? What can I do to get my refund? I keep requesting a call from eBay customer support but they never call me. eBay seems to care nothing about their customers. If they did they would have customer support instead of a mindless machine that cannot answer any question. I have never been able to get any question answered by a machine. It is just a waste of time trying. If I do not get my refund I will close my eBay account

Have you gone back to the return request you opened to click on "Ask eBay to step in"?
Go there click ask eBay to step in then you will be refunded.

The package will probably be returned to you and when it shows delivered, you'll get your refund.

You can try contacting eBay on social media. You WILL be refunded regardless of whether the seller ever receives or picks up the package.
[If worst comes to worse ... you can always contact your credit card company for a refund.]
