Hello I made an offer seller excepted the offer and forgot to remove the shipping cost. He ended the auction and relisted the product. Now eBay says I can not purchase from him for 10 days.

In the sellers' Site Preferences, there is an option to block members from purchasing more than one item in 10 days. Apparently this has been checked off, probably without the seller realizing it.  To solve this, he can revise his site preferences (and choose to apply the change to current listings) OR he can put your ID on his "exemption" list.

Why would the seller remove the shipping cost.  If there is a shipping cost set up in the listing an offer can only be for the item price.  The shipping remains the same.

When you make an offer, it is for the price of the item only. Shipping charges are non-negotiable and not a part of the offer. The shipping charges are as shown on the listing page.

 

Regarding the 10 day purchase limit, sellers can choose their buyer requirements to block buyers according to the reason "Are currently winning or have bought 2 of my items in the last 10 days."
