The Paypal dispute I opened says she has until December 16th to respond and takes thirty days to resolve. I am just so frustrated that someone would do this. I am new to Ebay and expected a better experience. Upon further inspection I discovered cat feces on the bottom of the cannon box that holds the parts. I think I will just shop on Amazon from here on out. They have better quality control, include return shipping labels, and I have never had an issue with them so far. I would not be this upset if this were not a Christmas gift I have all of my money tied into with a questionable refund time.

File a claim in the resolution center, citing item not as described. If you can find a way to print the label (e.g., through a neighbor, friend or the local library, maybe even the kids' school) then you can order carrier pickup for the package and you won't have to go to the PO at all. The dispute process takes less time than you seem to think. Good luck.

At what point do I leave feedback? I am not doing it now because I am still so over emotional, but feel something should be said to warn potential buyers.

You have 60 days from the purchase date to leave feedback.
Amazon is no better and never packs items well.
Most reputable sellers would never have done that. Did you check the seller's feedback? Were they located in the US?
I'm sorry you are having problems with this. You are going to have even more problems because you opened your claim in Paypal instead of eBay. They make you pay to return Not As Described items. If you close the dispute in Paypal, eBay will not let you open one with them because they think you are double-dipping. So you are stuck with paying the return shipping.

That is so sad that there are crooks like that who prey on good people like you. Have you tried contacting the seller for a refund. If he balks at that, you can go to the eBay Resolution Center to get it resolved. They can do wonders in getting you a refund. Personally, I never buy anything from a seller who has less that a 98.5% customer satisfaction rating on at least 500 transactions. If you have a camera, or a friend has, on a phone, for instance, be sure to take photos of the terrible condition the camera you received was in. VERY IMPORTANT! Keep all correspondence with the seller, too. You might consider a "GoFundME" to cover the cost of a new camera, not a used one. God Bless and let me know how this turns out.

Do you have a friend who can take care of this for you? Someone with a camera and printer plus a car maybe? Right now you are overwhelmed and need some help from an understanding friend.

Too late now, but if there's a "next time," under the terms of eBay's Money Back Guarantee, the seller would have had to provide you with a return shipping label at no cost to you. Always file the claim with eBay.
But, sadly, that's not where you are now.
I don't own a printer either, but my next-door neighbor is willing to print something for me at her workplace now and then. My mail carrier picks up the package (assuming USPS), and I haven't had to leave the house to accomplish the return.
As for your daughter's Christmas, maybe you could prepare a homemade "gift card," with a picture of the camera from the newspaper or whatever, and a sweet letter that Santa will be late this year. I assume she's reaching adulthood if you're buying her an expensive camera, so I'm sure she'll understand. Or remind her that Christmas is more about giving than getting . . .

The OP has stated she already filed for a refund through PayPal. She can no longer file for a refund with eBay.

Neither photos nor correspondence with the seller will be necessary for the OP to receive a refund. PayPal will stand by (and refund) the buyer without photos.

Though I paid within the allotted time frame and it shows right on the listing the camera was new and included a lithium battery and charger. She also left negative feedback for me

First of all, don't correspond with this seller any further, unless it's within the PayPal "case." Her message to you does not require a response.
Second, her "no returns" policy doesn't count when a buyer files a "Not As Described" request. "No returns" applies only to "remorse" returns like "I don't like the color" or "It makes me look fat." "No returns" does not apply to damaged items. I'm sorry a seller tried to convince you that was the case. She either doesn't know about return policies herself or she's trying to buffalo you.
Third, sellers are not allowed to leave negative feedback for buyers. I see her comment has already been removed by eBay, so that's a small victory! (Although I will say the feedback you left for her is a bit over the top. Not the greatest idea to suggest people pm you about a seller. Too late now, though . . . )
