Go figure, after I bought the item, a buyer posted a negative feedback saying that the seller gave fake tracking. Many other people before me bought this same item, and I'm sure they are/will be experiencing this same problem.
I tried filing an item not received case, but there was not option for that, so instead, I filed an "item not as described" case, and won the case because the seller didn't respond at all. This is the problem I have, in order to get my refund, ebay wants me to send the item back.
Well, there is no item to send back. It's "not as described" because I got nothing. Is there a way to resolve this issue? I can't even contact anyone from ebay. Should I just go to my credit card company and request a charge back and screw all of this running around with ebay?

First, did eBay or the seller send you a return label?
If not, you might try asking for one. If the seller won't respond and provide one, ask eBay to step in. They may refund you and let you keep the "item".

You other option is, as you mentioned, go to PayPal or your CC company. Just remember to let the eBay case close before opening another one.

If you didn't get tracking number,The tracking number didn't work .Then you can complain to e bay. But As I know some tracking number it's not working in e bay. Because there are many shipping service in the world.But You can copy your tracking number and check your tracking number using Parcelapp.com,globle tracker etc.
If your tracking number didn't provide.Then you shouldn't return your item back.But your tracking number is working.you should return it and you can get refund after return.
