Seller sent me a necklace with a penny medallion that was not as described. Instead of a mini replica it was full sized. I want to keep it though as nothing else works. However I wanted them to respond about the improper description. Give me a small refund for the fraudulent representation.
That should be part of ebay.l policy on miss representation. They have not responded at all. Doesn't this effect their seller rating? They don't seem to care much.

Did you file for a refund in eBay's Resolution Center? That's how buyers get refunded for an item they feel is not as described.
You can file for a refund through the item listing on your "Purchase History" page.

EBay is not going to force the seller to respond to you or to give you a partial refund. Either keep the item and move on, or open a case and force a return.

If your going to keep it, why are you trying to get money back? That sounds pretty unethical, and we have not seen this listing. Return it.

You basically have two options:
1) File a return request and return the item on the seller's dime.
2) Keep the item and receive no refund.
While the seller may agree to a partial refund if they wish, I would not if I were the seller. If you like the item well enough to want to keep it I don't see where you should get a refund at all.

If you want to keep the item move on
Seller does not have to agree to a partial refund
If I was the seller I would request the item returned for a full refund.
I see you are new here on eBay that is the way it works here
It is rare these days that a seller will agree to a partial refund.
If as you claim the seller misrepresented the necklace why do you want to keep it?
That in it's self puts into question your claim.
If the item is not acceptable in its current condition / state return the necklace through eBay's resolution center and file a return /refund claim and get your money back.

A partial refund will do nothing to "adust the size" of the item. Since I cannot see the listing, I can't tell if size of the item in question was addressed in the description/photos before you made the purchase.
