I made 2 purchases (25-07781-38602, 25-07781-38603) from the seller and for the cost of about 60 euro.
They never shipped the items as the ebay reports in the order details.
I didnt check dates (I always wait 1-2 months to receive items),
the period of two months passed,
and finally ebay says that cannot give me back any money (I m ok with this, I know their policy)
and the seller refuses to do anything.
So 60 euros lost just for fun

I like that a moderator removed from my post, the name of the seller!
But why?
Is it not violating the policies of the Ebay?
Can you answer to this kh-vince?
When the Ebay accepts that I was deceived?
In the meanwhile, if I go to visit the seller's store it says with red color
"! The seller isn't accepting bids or offers from you."
I can guess why 😅
(From my wife's account I can normally go to their shop.)
Thank you guys for the advice, I opened a case in Paypal and I am waiting.

If the seller hasn't shipped the item within the time frame they promised when you bought it, you can cancel the order. And keep an eye whether your item is shipped or not.how did you wait until 1-3 months without getting a notification that the item is being shipped? may be your fault 🙂

I buy from ebay for about 15 years.
I buy so many things, that I cannot open every week the page and watch and follow them.
So far, for 15 years, for many hundreds of purchases, for some thousands of Euro spent,
I NEVER had such problem.
Sometimes I didnt recive and they gave me my money back.
Some times I didnt receive and they send me again the object.
But never so straight kind of loosing money.

You have been on eBay for 15 years and you've never had occasion to use the Money Back Guarantee for buyers? So every single time you did not receive your purchase, your seller just voluntarily refunded you?
If/when a buyer has not received his purchase within a few days of its estimated delivery date, he opens an item not received case.
Four days after opening the case, still no package? Then the buyer returns to the case and asks eBay to step in so he can be refunded.
The MBG is seen in every listing for your reading pleasure. It's the buyer's responsibility to read it and use it appropriately.

You have only lost money - you can not ''lose'' both. As stated above, had you followed the procedure of the MBG you would not have lost anything.

The correct action that the OP needs to take if he has not received his purchase within a few days past its estimated delivery date would be to open an item not received case. And he has 30 days past that last estimated delivery date to do that.
If he waits longer for some reason, he can open a case with Paypal if that's how he paid.
And his last resort would be a charge back on his credit card.

Thank you all guys for the replies.
Indeed, I started a claim to PayPal at 10-3-22 -when you first mentioned it.
I sent to PayPal the orders, the receipts, the eBay chat, and the communication with the seller.
PayPal directly answered that they will communicate with the seller, and gave a deadline until 20-3-22 for him to respond.
And they were very accurate.
Today 20-3-22 they gave me the right.
They sent me:
"We reviewed the case you filed on 10 March 2022 and have decided in your favor.
We've issued a refund of €55,81 EUR to you. It may take up to 5 days for this refund to be reflected on your PayPal account or bank....blah blah blah"
Thank you guys again.

How is it even possible to say it may be the buyers fault?
Are you suggesting that if a person did not realize until it was too late to file an eBay claim then it is their fault they were taken advantage of? That would be nonsense.
Just because a person is not keeping up with their deliveries does not give a seller the right to not ship the item.

When there was no response from the seller, the computer forced a full refund exactly 240 clock hours later. You will find that
- cases filed at PayPal against eBay Managed Payments follow policy more accurately and promptly
- than cases filed directly and decided haphazardly at eBay.
