Item was not arrived after 90 days,i try to leave feedback but cant!why

I bought item from china on Feb 6, 2020, arrival time was April 20,2020,i have waited till May 10,2020,i asked the seller for refund,after refund i was not able to leave feedback,why?

I wanna leave to the seller a comment and a feedback because he lie to me all this time,the feedback was there 3 days ago when he refund,now i see he have delete the item,ebay need to ban people like this,this is not the first time hapend.90 days are not easy to get back,ordering can be taken again 90 days..

When a seller refunds buyer and closes case, ebay considers the seller did the right thing and will remove negative feedback.

This is not true.  eBay does not remove feedback when a seller refunds.

The time limit on leaving feedback is 60 days.  I would be more concerned about getting my money back than leaving feedback.  If you haven't filed an INR dispute by 30 days you will need to file one with PayPal if you paid that way.

It seems to me more and more that ebay as a bank where you can take a loan and repay it after 60 days, after 30 days seller cant take the money from paypal ,why orders take more then 36 days from china,maby when they get the money they probably use it for some other transfer,after 60 days the packet is missing and seller refund the money,simply it's a auction.Couple time i have ordered some packets from china with tracking number,the packet have not moved from china 30 days,after day 40 the package arrived but the tracking say it still in china,also happened the packet has arrived but there is no packet in the post.This is all weird or?

The buyer sees the estimated delivery date BEFORE bidding or buying.  

If that date is too far in the future for his needs, he simply hits the back arrow and doesn't buy.

If he goes ahead and makes the purchase, he presumably has read the Money Back Guarantee and understands his options if/when the transaction goes wrong.

If/when he has not received the item by a few days past the estimated delivery date, he can open an item not received case in the Resolution Center, regardless of how far out that date was.  

Example:  I want to buy something from China and I actually often do buy small items of sewing notions from there because I don't care how fast it arrives.

So I buy the package of ribbon after seeing that last estimated delivery date is July 15.  Time goes along.  July 15th arrives, but the package doesn't.  I wait til about July 20th and open the INR case.  This rule wold apply even if the last estimated delivery date were August 15th.  In that situation, I would open the case on about August 20th or so.  See how that works?  What's weird about it?

I order items from china who was missing 50 days,but its was delay, after 55 days i told seller item is not arrived,he ask me do i want full refund or sending another package,i told him send me another i need it and this happend,in the next 48 hr he send me another package told me that he have ship the item and is under their way.Day 65 items arrived but i was thinking its the first one that i have order and have take so long probably,but no it was the second one,how it can arrived so fast for normally free shipping from China to my country?the item has not cost more than 2$ shipping cost on package 0,20$ ? The first one has never arived,give me again some answer why should be like you say and not weird.

Lesson learned the hard way:  When you notify a seller that you item hasn't arrived, and he offers to re-send, your answer should always be that you don't want a replacement, you want a refund.

eBay definitely does not let the seller do whatever they want. They do provide time limits and very limited seller protection some sellers will use these as loopholes to still scam.  As the buyer you need to be aware of when to trust or seller or realize they are abusing that loophole to scam
