I purchased an item on the 13th of November, which was shipped the following day. But it's now the 23rd and I still haven't recieved it. It was coming from the US, and eBay said it would arrive on the 20th. The seller never gave a tracking number for me to track it, and I sent a message on the 21st asking if they could track it or give me a tracking number so I could. I still haven't gotten a reply yet.
Should I wait a couple more days and send another message, or what would be the best course of action?

Don't bother contacting your seller again. File an item not received case. Seller will have to provide proof of delivery. If he can't, you will be refunded.
If you get refunded and the item happens to arrive later, you can always repay the seller.

While there have been catastrophes in various parts of the country, you are past your estimated delivery date, so you can open an item not received case to get a refund.

eBay's shipping time estimates can be very optimistic. Epseicially for cross-border shipments, there can be significant delays beyond the seller's control, such as Customs processing and today it's only 3 days late.
Thus, despite the seller's lack of communication, I recommend that you hold off a bit longer, wait and see if the item is delivered by Monday, then file an item not received claim if necessary.

Allow a few more business days to elapse before opening an item not received request.
Unfortunately carrier delays are not unusual.

It's been 10 days, way past any overly-ambitious estimate for delivery. Start a request for Item Not Received now, choosing either you still want the item, or you want a refund:

If the seller immediately then produces a tracking number showing already delivered days ago but you didn't receive anything, come back here.

Before you come here, contact the local post office and find out where your parcel was delivered. If the seller shipped to the wrong address, obtain proof from the post office and file an item not received case. If the seller shipped to the correct address and the post office misdelivered then there isn't really much the seller could do for you. If the parcel is insured I would advice you to file an insurance claim.

Aha, even though the OP said that the package was "coming from the US", I now see that he is registered in the US. So your strategy makes sense, IF the seller provides a tracking number that shows delivery.
