Item not received but marked as shipped

I purchased an ipad from a seller and it was supposed to be delivered yesterday at the latest estimated delivery date. The seller entered a tracking number with USPS but the tracking information only states “Shipment Received” “Package Acceptance Pending”  it has been in this status for a week with no movement. The USPS said they most likely never received the particular package which is why it never scanned. Will ebay refund my money or will ebay consider this information to be acceptable tracking and deny my refund? I have never experienced this in all my years on ebay so I am quite panicking and frustrated especially considering all the money I spent on this ipad only to not receive it and have no hope of receiving it. Any advice about this situation that could relieve my mind about my money? Thanks!

The delivery date is an estimate. Sometimes packages don't get an acceptance scan.  I would wait a few more days and see if it starts tracking. You have 30 days to file a case.

So basically the seller has to show proof of delivery not just a tracking number showing no movement? If the seller can not provide proof of delivery then ebay will refund me with or without tracking number? Seller is ignoring my request for refund so I’m guessing will have to ask ebay to step in.

Tracking has to show it was delivered.

In a couple days, if nothing shows up:
Go to your purchase history and click I didn't get it in the menu next to the item.
The seller will have 3 days to provide a tracking number showing it was delivered or refund.
If they don't, return to the case on day 4 and ask Ebay to step in.

Thanks for all the great responses! Can the seller ask for a 10 day extension when I ask ebay to step in? The item was never given to USPS  but seller wants to stall giving me a refund voluntarily so that’s why my concern about the 10 day extension when I ask ebay to step in.

Did you check the seller's feedback profile page before buying from them?  If you did not you should do that now.   Your seller could have a fair number feedback and even a 100% rating, but they could all be for buying not selling before or in over a year.  If you find that to be the case, your seller probably does not know about the 21-30 day hold ebay places on all new or returning sellers first few payments. On their account your payment status is marked as Pending, so your seller may have created a label, but hasn't shipped because of that. 

 If you want the item not a refund, message your seller and tell them if they have not shipped the item because of the pending payment status, to do a Google search for "Payments on hold, ebay export"  If they do that they will see what to do to complete the transaction and get the funds released.
