Item not included in package

Hi, I ordered a number of items from an eBayer who sent them from 3 different warehouses in 3 separate packages with tracking numbers. The last package was supposed to have 4 items in it but there were only three. The most expensive item was not in the package. I emailed them but have had no response so I went to open an “item not received” dispute, however I can’t because the tracking number says it was delivered (in the package with the other three items) It only gives me a “return” option which is no good as I haven’t received it. What should I do?

I think I would file "Missing Parts/Pieces" personally

I think I would note in the return that you are missing the item entirely as you received 3 of 4 items in the package, and can't file INR because the package was delivered but the item was missing. Hopefully you can work it out with the seller (hopefully they actually contact you) otherwise you may be stuck sending an empty return package to them because you are returning what you received (which is nothing). 

Only time I ever had this happen to me I was able to work it out w/ seller over message and avoid the headache of return filing, especially b/c what type of return is it?? LOL (I had ordered a 5 oz item and a 15lb item, were supposed to be shipped together but I only received a 5 oz package as proven by the shipping label and tiny box size in the first place. The seller didn't have to question what I did or did not receive, it was pretty obvious)

Open a ‘return request’ for the missing item … choosing ‘Missing parts/pieces’ as the reason for the request.  [You also can use ‘Doesn’t match description or photos’ as the reason.]

If the seller doesn’t provide EITHER a full refund OR a prepaid shipping label in 3 business days … then go back to your open request and ask eBay to step in.  eBay will handle the rest.

[If you’re sent a return shipping label … use it to return the packaging of the missing item AFTER photographing the label on the packaging for evidence.]
