I want a REFUND but I didn't pay using PAYPAL

They already agreed to cancel the order and to refund me but I am now confused how the bleep they can do that, if I used my debit card and don't have a flipping Paypal?? I work 15 hours a day, on my feet the entire time, for the measly money I get and I need it refunded because the sellers are basically admitted scammers. I need the answer promptly, before they refund it to nowhere, basically.

 

Forgive me if this is the "wrong" forum section, I've never had to post a complaint before.

Simple. You paid with your debit card, but the payment was processed by PayPal.

 

Once the seller clicks to refund, PayPal will start a refund back to your card.

Also expect the refund could take several days to be credited back to your account.

It's not simple because I've never done this before and you have to understand I cannot be cavalier about my money potentially being stolen.

 

How do I check with Paypal that this will be refunded through/from them when I don't have a Paypal?

You are assuming that someone is going to try and take advantage of you.  If your seller cancelled the transaction and issued the refund, you got an email outlining this.  

 

You won't be able to see it in PP, but you can use the email you got when you submitted your payment.  Call PP and they should be able to go over your payment with you.

From what you are saying, it sounds like you paid the seller directly through a link sent to you by the seller. That is something you should not do on ebay, unless the seller has a merchant account.  Opening a paypal account does not cost you anything, and they are a secure way to pay. You pay no fees for transactions when you pay through them.

 

What you are going to have to do now, is call the number on the back of your debit card, and ask them to do a charge back to your card, for the cancelled transaction. You will have to look it up on your bank statements.  You may even want to consider requesting a new debit card, since you gave that info to a foriegn company, in china the home of most scams on ebay.

 

In the future be aware that chinese sellers with less than a 99% rating should be avoided. If the problem is with the seller you have received your only feedback from. Open your feedback profile click on their feedback number in (parenthesis) next to their name, on the page that opens you can click on the numbers of negative feedback to read only those comments.  You should do this with each seller you consider buying from on ebay no matter what feedback percentage they have. If a seller has no feedback for selling or none in over a year, you should find another seller.  After you have much more experience using eBay you can consider buying from new sellers, but until then avoid them.

They have over 30,000 ratings, 97% positive...

 

But I am still adamant they are scammers simply because they'd rather refund, then send the package which I believe is missing merchandise and resolving that will cost them more. The readiness to refund after threatening to report them for scamming me lets me know it all. 

 

I...didn't pay through anything from a seller. I'm not a moron. I searched for the merchandise I wanted. I clicked their item and paid through ebay's order system after clicking checkout off ebay.com next to the product listing. I also didn't say the country they are from, but the item says it's located in my state. Not that I believe anything they say.

 

 

Anyway they gave a "transaction ID" they got after refunding me through PayPal apparently. What I want to know is, can I be refunded without a PayPal account? Is the seller correct that PAYPAL will "forward" me the money to my Chase Bank DEBIT card, without contacting Chase Bank? I do NOT ever want a PayPal to do financial transactions. Will it be directly sent to my card/account, and "within 3-5 days"?

Oh dear I've just seen the email! I have a social email, and a professional email. I was looking in my social email. It's hard to keep ontop since with my former phone, I synced all my emails to it and they all notified me but my phone is damaged now.  Thanks for telling me about it being outlined in my email, paypal has apparently sent me an email saying it will appear on my statement soon. I did however want confirmation from the seller and they refuse to send a screenshot of the transaction so I didn't believe them. It's the painful waiting game now, but I might be back since I'm dealing with another annoying seller. Back to using Amazon I go! 

 

I'd still like support from you guys, because the invoice from PayPal is weird. It says I was refunded on the 9th. I didn't even order on the 9th, this all happened on the 13th, after I ordered on the 10th...So I'm still confused and discouraged by the blatantly inaccurate information. This is why I don't want to deal with PayPal.

The policy is that a refund is returned to the original funding source. If you paid using a credit card, the refund returns to your credit card account and it takes at least two weeks for your bank to process that refund back to your account.

This is standard practice and there is no reason to call.

30,000 and 97% actually isn't great.   But also I'm an honest seller and if you threatened to report me for scamming I would cancel as well so that to me doesn't indicate a scammer.  

 

Ebay does have a new Paynent program so it could be that    But most often when you pay directly through checkout its processes by PayPal if it shows the seller accepts Paypal then it was still processed through them

I would be willing to bet the transaction was given as being on the 9th because of the time differences between here and China. eBay's time stamps are based on PST, not on the time you purchased in your time zone or that of the sellers. It can be confusing sometimes.

 

Since you are using a phone, you may want to check on purchases and messages without using the app. It has many glitches, and does not give all site information. Login the classic way, You may find that there were messages in your inbox letting you know of the refunded payment.

 

You may not want to use paypal, but ebay's new managed payment system isn't so great either. No one knows exactly how, or who is managing payments. Months ago ebay said a company called Aden would be involved, but I could not find any real info about them online.  At least with paypal so far there has never been a serious breach of their security. There was a warning issued a few years ago that user names may have been compromised, and they suggested changing passwords, but to my knowledge no breach actually took place that compromised people's financial info.

Yes, absolutely. If you paid without using a PayPal account, then PayPal processed the payment as a Guest payment. So, only PayPal can process the refund.

 

If you want to be reassured about this, you can contact PayPal. They can use either the transaction ID, or the email address you used when you made the payment to find the transaction.

Yes, PayPal will forward the money to the bank account that your debit card accesses.

 

In my experience, it takes about 3 days, and it may or may not show up in the "pending" section of your bank account before it your bank processes it. That is determined entirely by your bank. If you access your account online, you will be able to see it there, in pending (if your bank shows it there) or in your account transactions after it is cleared.

 

In rare situations, it may take up to 30 days for the bank involved to process the refund and clear it into your account. It would be very unusual if this were to happen with a US-based bank like Chase. But, if it does, you would have to look to your bank for an explanation.

I'm not using my phone. I said my phone is damaged. I know how to use my email and ebay regardless on any device. Just because this account is new, it doesn't mean I'm new to the internet or to ebay, which I've used in the past. The only thing I'm new to is PayPal refunds...Thanks anyway but I have stated that my confusion as far as my bank and PayPal is 80% resolved. Will I get the refund is a different issue.
