So this guy had a listing for a fortnite account. He hid the fact that it was a raffle, which i did not know. After i purchased it for $20, i discovered that it was a raffle. I asked for a refund multiple times, but he would not refund it. After not responding to my messages for days, I created a case against him. After a few hours he responded saying he would give me the account details if I removed the case. I did this, and he never sent it. I havent gotten any messages from him, and I cant reopen a case. I know that raffles are against eBay's rules, and I just want a refund. Does anyone know what I can do?

I would bet $ to donuts that what you and the seller are doing is against Fortnite's terms of use. I do not know of a single online game that still allows transfer of accounts between individuals.
Just saying: When you engage in questionable activity, you're going to be dealing with questionable people who will do questionable things to you.

In addition, the thing that chaps my hide about online game account listings in general is that they're all obviously miscategorized — under video games, when clearly they're digital objects. eBay doesn't seem to take a consistent interest in that, either.
I understand the IP violation issue — that it's up to the publisher to report the violation, and they'll pull listings based on that. But the miscategorization issue is pretty darned obvious, and that should be enough to get them to act.

Well, it looks like eBay got wise and shut down the listing. Finally. I hope they do the same to the seller. Allowing punks like that on eBay does no one any good.
Listing violation: raffle.
Listing violation: miscategorization of a digital good.
IP violation: selling an online game account in violation of the EULA.
And by the way, you don't exactly have anything to be proud of, either. It seems like you were quite happy to participate in a listing that was wrong on various levels, right up until the point at which the seller ripped you off. I'm sorry, but I don't have any sympathy for you. When you participate in a dishonest activity, you're going to be dealing with dishonest people and the likelihood that you'll have something dishonest done to you is pretty high.

If you had read the listing, you would have known it was a raffle. It was very clearly stated.

Pretty sure raffles are PROHIBITED.
I would contact ebay and get your money back.

OP, always read the description carefully. Another poster here says the fact that this was a raffle was clearly stated. If you are buying on your phone, you need to click to see the description.
You need to do your buyer's due diligence before you buy.
