There was a last estimated delivery date seen in the listing. If that date has passed by at least 24 hours, but not more than 30 days, you can open an item not received case. You have 30 days after that date to do so with eBay.
Find the item in your Purchase History. There is a drop-down menu. Click on "did not receive" and follow the prompts. The seller will be required to refund you.
