I recently bought a product from a seller for 40 dollars. I used Paypal credit. The seller canceled the transaction and then I waited. The seller will not respond to any of my messages. After a while, I received a message from the eBay resolution center saying, "We couldn't cancel your order because the refund to your original payment method failed. Please contact your financial institution to address this issue."
What is weird is that a different seller recently canceled a transaction, and I got the refund back into PayPal credit the same day.
eBay closed the case, saying they cannot cancel and to contact the seller to resolve the issue, so I tried with PayPal dispute center, but they said they could not cover it or provide a refund. Now I am trying to figure out my next steps because the person will not respond to me, and the seller will not even send me the product. They had good feedback, but it seems I got scammed out of money. What should I do?

Did you file an Item Not Received case? Within 30 days of the estimated delivery date (latest date if a range was given) you were given at checkout?
If you didn't file the INR with eBay and it's within the 30 days do so now.
If it's been more than 30 days or it was an INR case that eBay rejected (maybe because the 30 days had passed?) go to paypal.com and file an INR case there.
