I did not recevie item and Paypal and ebay didn't help. How to resolve.

I want to know, how ebay buyers protection works, i actually didn't receive item and provided all proofs, but ebay and paypal closed and denied my cases and i lost my money. So how this protection works?

We need some more information to help you. 

Did you file an eBay claim for item not received within 30 days of the last estimated delivery date? 

Did you follow up with the claim after 4 days and ask eBay to step in and help i.e. escalate the case? 

Did you happen to file with eBay and PayPal at the same time? 

Was there tracking that showed delivered, and you got nothing?

Tracking number shows that item delivered to AGENT for final delivery, but i did not receive item. First, i opened case on ebay after few days item "delivered", then ebay closed my case and said that item was delivered. Then i filed claim on paypal with the  same result. But i actually get nothing.

Are you using a freight forwarder?

If tracking shows it was delivered to the freight forwarder, you need to contact them.

I have video materials from camera with date and also documents that item has never been there. I don't know who is that agent.

You are located in Armenia, so the "agent" more than likely was someone at the freight forwarder who accepted the delivery. Perhaps it's still on it's way to you. How long has it been?

I received more than 5000 items with that address. This is the first time. And also that company delivering billions of items from USA to Armenia. You can check it easy. Or you thinking that tons of items you are selling only to Americans?  Not actually, my fried. That "forwarder" helps tons of sellers selling their products. eBay benefits from it too, but did not help and buyer protection did not work.

As far as I'm aware once delivery is shown to the freight forwarder that's it. The MBG does not cover anything from that point.

Any claim you have for non delivery should be directed to the freight forwarder.

When you use a freight forwarder, you void your buyer protection.

If tracking shows it was delivered to the freight forwarder, it's between you and the freight forwarder to find out what happened to the package.

If freight forwarder is illegal, why ebay allows to register that addresses? I mean same address with millions of sub-addresses? I can answer why, because ebay get billions of profits with that "forwarder", because many items here are interesting only for customers outside of US and buying of that items is impossible without forwarder, so i think ebay protection must work always.

No one said using a freight forwarder is illegal. eBay's Money Back Guarantee does not cover purchases shipped with a freight forwarder. 
You lost both cases in eBay and PayPal because the item was delivered to the freight forwarders address. You need to take up your lost package issue with them.  
eBay makes no money on the freight forwarders or another other shipping service. You opted  to have a freight forwarder deliver your package not eBay or the seller.

Using a freight forwarder isn't illegal, you just don't have any protection from Ebay.

It's the sellers job to get the item delivered to the address you provide when you check out.

What happens after that is not the sellers or Ebays problem.
