How to you open INAD if seller doesn't accept returns?

I did click Item is Defective, yet eBay tells me that the seller doesn't accept returns.  

What am I missing?

A Return is not the same as a Refund. You can still initiate an INAD case. They will still have to give you a Refund. What eBay is telling you is that you won't get a return shipping label.

Never mind, finally found it.  Had to go thru the Customer Service and Money Back Guarantee link eBay Money Back Guarantee policy

Now all is well, hopefully

This is not accurate.  Even with no return policy if a buyer opens a not as described a label is usually issued for a return.  This wasn't the reason the OP wasn't getting the message.
