I want the seller to get their money so when I buy something from them and it arrives but eBay still says it hasn’t delivered, how do I mark it as delivered? Can you? I want the buyer to get my money. Not eBay. eBay already gets 12% of my sales. Does anyone have any advice?

There is no way for a buyer to mark an item as delivered. You did the next best thing by leaving a feedback for the transaction.
eBay's 21-30 day hold time frame on payments is often based on an item's cost. Since the item you bought was a low cost one, the funds will probably be released in 21 days. If the seller did provide tracking showing a shipper received it within the seller's handling time, but it did not get a delivered scan and because you did leave a postive feedback.

The seller will get the money. Ebay just will wait out the full 30 days past the estimated delivery date to verify that a case isn't opened.
It wouldn't hurt to leave feedback stating that the item was as described and received promptly although it probably won't speed up the release of the funds.
