Hello. Are there any rules that could make Ebay sellers obligated to answer customer questions/requests such as shipping option update or even ban innactive listings? I have written messages to many USA sellers that have products that interest me and even sent repeated messages but none did answer even once. And since I get a message that shipping to my location is not possible I cannot place an order to make their response mandatory.
Unfortunately I could not find this product sold by the EU and not even other countries so I have no other option than to hope they reply and allow shipping to my country (about a month has passed already or even more) or order on another platform like Amazon.

Why would you even ask a seller to ship to your location AFTER seeing that the listing already does NOT.
I would not respond to being asked a question that was already clearly answered in the listing.

Just a FYI for all, depending on how the seller has set up (or not set up) their buyer requirements, the OP may be seeing the message “May not ship to Lithuania. Contact seller for. . .” blah blah blah in the “Shipping” section of the listing, not “Does not ship to Lithuania”. (Emphasis mine.)
The OP shouldn’t be seeing listings where Lithuania has been properly excluded as a shipping location, provided that the OP has Lithuania set as their shipping location when searching for listings.

Back when I started someone international wanted to know if I could ship to them so I wanted sales and said sure. so the buyer gave me a big list of the items they wanted and I got them all together packed up and weighed out the package and got the estimated shipping and then the buyer said shipping was too much. It was around 20 items and lots of back and forth with the person. When they got told it was going to be around 120 to ship the package they acted like I was the bad guy. So now I just ignore any foriegn people if they want to buy things and not go through or aren't able to use ebays international program.

No, sellers do not have to respond. Often times a no response, is in fact a response.
But what the OP needs to do, based on their circumstance and location, is to not give out negative feedback, it doesn't help your situation at all. You have limited options, so only do things that keep those doors open, look out for you! No more Bobby Brady Hall Monitoring! (showing my age now)

Many sellers are reluctant to risk losing money by shipping to foreign countries. Even more would refuse to do business with any buyer who leaves 75% non-positive feedback for their sellers.
I’m very sorry, but eBay will not force sellers to sell to, or communicate with, buyers they don’t wish to do business with.

If you want an item, find sellers that ship using eIS, ebay International Shipping. Those are sellers who don't ship directly to buyers in other countries but are willing to sell to international buyers.
For the sellers, it's domestic (within the US) shipping and ebay handles the forwarding to buyers' countries.
As a buyer, it'll cost you more but you'll be able to make purchases from sellers who don't ship internationally.
But keep in mind that even sellers who use eIS may not ship to you if they see your feedback (left for others) before your purchase. Sellers can block any user for any reason or for no reason. No one can force a seller to sell to someone they don't want to sell to.

Buyers shouldn't even be seeing those listings come up in a search if their shipping location is properly blocked or excluded by the seller.
Either the OP is setting their shipping location in search to a country other than Lithuania or else they're running into listings where Lithuania isn't listed as a shipping location but the listing hasn't got blocks or exclusions in place for that country.

You should interpret the lack of response to mean that they have no interest in changing their listing to accommodate you.
Many sellers do not export, or do not export to countries they feel are high risk.
Response to your message is mandatory and should not be. Their policy is clear and you are probably wasting your time and theirs.

I think that type of block differs from BBLs because there are some sellers who are willing to make exceptions to their shipping policies for buyers who contact them asking to purchase and for shipping prices.
Prior to eIS, I had a blurb in my listings describing my domestic shipping only but offering international buyers to contact me if they were interested in my item(s).
In such instances, I "vetted" the buyers and the risk I was taking and would decide whether to add them to my buyer exemption list. But I wouldn't have exempted a buyer who left 4 positive feedbacks out of 20 feedbacks left though.

Just a couple things to add:
I don't sell to international buyers (my choice). I prefer to support other buyers in my country first. That said, occasionally some buy using a forwarder, but there is no way to tell till after the sale is done.
My preferences regarding buyers have any buyer that is located in a country other than the US blocked. Meaning they cannot message me, even if they tried. It also means they cannot directly bid or buy my items. However as mentioned above, using an account that shows as US and a forwarding address gets some buyers past my block.
That all said.
You have left 20 feedbacks for others. Of those, 4 were Green, but even then, 2 of those were laced with complaints. So 18 disparaging feedbacks out of 20.
This is not a great look for a buyer. It means you are far more likely to leave only negative feedback, (considering your received/left ratio of 90/20)
Many sellers would automatically block a buyer with those stats. Why have the headache or the worry?
And as others have pointed out, the item in question might be restricted to your country.
I'm sorry you can't find the item you want where you are. But putting it on the sellers because they can't or won't respond to you isn't going to be solved here. And eBay isn't going to force the sellers to communicate with you.

Message are ONLY blocked when a Seller blocks another member from buying, the 'buying members message' is blocked. After some research and practice, the Sellers message is NOT blocked, even when said seller has blocked said 'member/buyer'.
Messages from 'other countries' that someone may not sell to go through no problem (proof is the numerous threads started by others stating "buyer from another country messaged me they cannot buy but I do sell to that country".....
