I recently purchased an item on eBay, but it hasn't arrived even though the expected delivery date has passed. The tracking information hasn't updated for several days. I've already contacted the seller, but they haven't responded yet.
What steps should I take to resolve this issue? Should I open a case with eBay, and if so, how do I do that? the item will monitor my electricity AJK bill online regularly, this helped me catch any unusual spikes in usage early. Any advice or similar experiences would be greatly appreciated.

Where is the item being shipped from? If it was bought from a foreign seller, there could be customs delays. If it is stuck in a postal facility because of some severe storms last week it could be stuck. Try an online search for the last update's zip code, city, then one for Severe storms near city/state.

A day after the estimated delivery date Ebay gave you, open an Item Not Received case.
Go to your purchase history and click I didn't get it in the menu next to the item.
The seller will have 3 days to provide a tracking number showing it was delivered or refund.
If they don't, return to the case on day 4 and ask Ebay to step in.

You are allowed to open an item not received case the day following the estimated delivery date however, that is just an estimated date, not a guarantee so if there is tracking evidence that the item is on its way, I usually wait a week or so after that date.

asked the buyer to refund and also open case with eBay to resolve and take action against these fraud. thanks for your response. i have received my money back an d paid my bill with the money btw.

Next time you have a problem it is important to tell us that you are in Islamabad. There can be delays in international shipping and not every seller will ship to your region. Since you registered in the U.S, to use ebay you will either be using a freight forwarder, or eBay's international shipping program (ISP) which can cause delays. Items will first to to the forwarder or to the ISP hub, before being forwarded to your region.
