Ordered a package on 7/4/18 and the estimated delivery time was on 7/11/18. The item said it was shipped on 7/7/18 but with no tracking # attached. I messaged the seller asking for the tracking # and have received no reply. It is currently 7/13/18. How long should I wait until opening an INR case? I’m new to EBay and a bit sketched out due to no communication, such a long shipping time(even though they are only 1 state away), and the sellers low # of ratings.

Due to the lack of a tracking number (plus the other factors) I'd say go ahead and file the INR claim today.
If the seller had provided the requested tracking, then you'd at least be able to verify that it really was on its way and possibly part of the reason for the delay could be the carrier. But without tracking, the seller is not being responsive; hence the advice to file now.

Sellers are not required to furnish tracking numbers to the buyer although many do so. You can open an INR dispute starting the day after the last day of the estimated delivery window, but I would probably give it an extra day or two. If the last day in the estimated delivery period was the 11th, I'd probably wait until after receiving my regular mail delivery on Monday, the 16th.

If you don't get the package or a response from the seller today, I would go ahead and open the INR case.

Did you check the seller's feedback profile before bidding? Your info shows you to be a new member, so there are many things about using this site, you do not know. You can click on the number in (parenthesis) next to a seller's ID/name to view their profile page. It will tell you where a seller is registered, also on that page is a box that has the numbers of feedback they have received. You can click on the number of nonpositive feedback if any, to see what issues they may have.
There is also an "As a Seller" tab you can click on to see how many feedback as a seller they have received. That is important, because a new seller may have been a buyer before starting to sell, and will have a feedback percentage for buying only. If the seller has not sold in over a year or is brand new, they will have a hold placed on their payments by PayPal, and may not know how to deal with it.
If your seller is new or returning, they may be struggling with the hold. If they are registered in a foriegn country, your item may be shipped from there even if they give a U.S. location.
When you decide to file an INR is up to you, most of us give sellers a few days past the last estimated date, because there can be delays caused by the shipping agency. We may wait even longer for items coming from other countries.
When you file, if you receive a message asking you to be patient, or offering a replacement to be shipped. Do not accept those as a solution. Especially, if the message comes through ebay's regular message service, and is not visible in the Resolution Center Console. If you are asked to close the dispute in order to get a refund, do not do that either. Ask ebay to step in and issue a refund if you get any of those messages.

i would allow a full day for response. if it has already been that long, just file. with out tracking, you dont know if it will show tomorrow or not at all. as others have said, you have 30 days so another day or two doesnt hurt, just delays the process.
