If you have opened an item's listing page, then clicked on the photos in it of sponsored items that triggers the special offers from the seller of that item. Sellers whose items are listed on another seller's listings pay extra fees for the increased visibility, and that is why you receive the offers and cannot turn the off. The only way to stop them is to not open the Sponsored listings.
On search results pages, if you set the results to List view, if you look under the item price you may see Sponsored under the price to the right of the main photo.
If you open a listing that is sponsored you will receive an offer just for looking at it. eBay is not going to allow you to turn off receiving messages/offers from sellers who paid extra to have sponsored listings.

Simple, Do your searches not logged into your account.
Or you can turn off receiving all offers in your communication preferences
https://commspreferences.ebay.com/commsprefs
Near the top, click to edit "Buying Activity", then uncheck "Offers to buyers" and click Save

Hi @papa4lilly
I get them after I've viewed a listing in order just to answer a question ... and some of them are preposterously inappropriate. 😲 😁
I've been told that we currently can NOT turn off the offers from 'Sponsored listings' that we've 'viewed'. It isn't one of the options to 'edit' under Communication Preferences.

Log out of eBay and clear your cookies. Then shop without logging back in. If your not logged in, they don't know who you are.

Have always found it fairly easy to ignore any offers.

In addition to the sponsored listings, I think many sellers have set up automated offers. They send offers to anyone that peeks at an item. I find the whole situation quite annoying. If a seller is open to offers on the item, it will say so. As a result, if I am interested in something I add it to my watchlist first. 8 times out of 10, there will be an offer forthcoming to buy it for less than the original BIN price. Apparently a sales strategy I simple cannot wrap my head around.
