They recently got rid of the Resolution Center (or rather just made it a collection of links, not including the ones you need) which is where you could search for your old cases going back 18 months, saying that all the functions can now be done in your My eBay. So if they are not at their usual level of incompetence you should be able to see your prior unpaid item cases in your "Unpaid items" section of My eBay: Purchase History (but I wouldn't bet on it).
My eBay: Purchase History only goes back for the current and two prior calendar years.

Try Transaction Reports: Disputes and resolution for the past 13 months (the strike occurred at the end of the dispute in the system that was replaced a couple of months ago and I'm not sure whether the time filter works from the beginning or end of the dispute).

If you are asking as a seller you cannot find if a buyer has received strikes or not. When strikes are issued only the buyer receiving them knows they have them. You need to set your Buyer Requirement to Automatically Block buyers who: Have received 2 unpaid item strikes in the last 12 months.
That is the strictest setting available.

eBay is the entity that issues unpaid item strikes.

If you have won an auction OR bought a BIN and not paid there is a good chance eBay gave you an unpaid item strike.
There is nowhere to see this information.

As they fall off after 12 months you shouldn't have to look far for the ones that are affecting your purchasing ability.
