How does anyone get help from eBay when it is not a listed topic. Thanks

The item I was trying to buy is no longer listed.  The seller still has a profile on eBay but no items listed for sale. I think you are on to something regarding the user. Thanks

I processed the payment through PayPal and within a couple of minutes I got a payment failure email that stated I needed to resend the payment. Resent the payment and got the same message again. I contacted PayPal and was told the seller cancelled the transaction. I contacted the listing seller and have not received a response. I tried the transaction at various times and same response. From the timing of the failure, I think eBay is canceling the transaction. I looked for help on this topic and nothing found

If your seller is in (mis)Managed Payments, it's likely that you are correct that eBay is the one who cancelled your purchase. They usually will send you a message explaining why. PayPal™ considers that eBay is your seller. Since you didn't mention receiving an explanatory note from eBay, I'm going to assume you didn't get one.

There could be any one of several reasons why eBay would have cancelled your purchase, ranging from a request by the actual seller, to the seller having been sanctioned in some way by eBay. If the item is still in your purchase history (https://www.ebay.com/myb/PurchaseHistory), the cancellation should be down towards the bottom of the page under "Returns and canceled orders". Click the "see details" button to see if there is anything there to explain what may have happened.

Thanks for the information. The item is not in my purchase history and all I got from eBay was an email with the following text. 

Sorry, your recent payment for the item(s) below did not go through.

Please return to eBay to send your payment again.

 From the timing of the failure, I think eBay is canceling the transaction.

If the listing was removed by eBay (even just seconds) before you tried to pay that may be the problem.  Over the years, however, people have received a similar "fail" notice only to have the transaction ACTUALLY process (sometimes more than once should they try again).  

Just to be on the "safe" side, I would double check with your payment source to make sure you were not actually billed anyway.
