How did you pay? PayPal and most credit cards give you up to 6 months to file a case for items not received. If you used PayPal, open a case there first. Otherwise go to your credit card co. or bank.

Since you waited too long to file the Item Not Received dispute on Ebay, you can file a dispute through Paypal if you processed your payment through Paypal.

Even during the pandemic, you needed to file the Item Not Received dispute within 30 days from the latest estimated date of delivery.
