Getting really frustrated - fully verified but still unable to buy anything - Ebay staff MIA

So, I used to be a Power Seller "way back when." (about 10 or so years ago). I stopped selling on Ebay when they started making extremely drastic changes & I got a job that took up a lot of my time. I left Ebay in good standing, but no longer have access to any of my old stuff - not even the email. Everything in my life has changed since then. Honestly, I'm not even sure I remember my old user name.
So, I started over several months ago when I wanted to buy a couple of things here, and possibly sell a few things occasionally for a little extra money. Immediately, I was told my account was restricted. I kinda understood - I appeared "new" after probably everyone & their grandmother has an Ebay account. I hadn't proved myself trustworthy yet. I get it. So, I called customer service & got it straightened out - they unlocked my account (I was told). But, I didn't need it right then, so I didn't verify that they had unlocked it. A couple of months later, I found something I wanted to buy. It was only a single, normal, $35 item (a mannequin piece, to be exact). The system told me I was restricted & was not able to buy the item. This was at the beginning of Covid, so I couldn't call, only email. I emailed back and forth, had to prove that my Paypal was indeed linked & verified, and the Customer Service rep stated she unlocked me, after about 7 messages back and forth, three different reps (all asking the same things over and over), and a few hours of my time. I was so frustrated, I decided to go elsewhere to buy the item, even though it was more expensive elsewhere. A couple of days ago, I wanted to buy some small $4 charms. Still restricted. I contacted Customer Service again, who again stated that my Paypal was not linked. It is! I again sent a screenshot showing that my PayPal account is linked, verified, and has quite a bit of normal purchasing history (it's not a new account). Another 2 or 3 back and forths later, he told me that he couldn't help me & to chat or call instead. Calling goes absolutely nowhere. Chat told me they couldn't help me & said that email is the only way to contact anyone who can actually help. Except emailing told me they couldn't help & that I had to use chat.
I'm stuck in this infinite loop. And I don't like giving up, just out of principle. But, I'm starting to feel like I've been deliberately placed in this loop because they don't want to deal with my issue and/or don't know what to actually do to fix it. I'm doing my best to be patient with the reps, but I admit to some frustration. Does anyone have any suggestions, or has anyone experienced similar problems?

If you have not used that account in over a year to buy, ebay may be having problems connecting the dots.  Especially, if you are contacting them through this account.  You would have to try contacting them from the older one you are having issues with.   If the other account has been dormant for over a year the new buyer limits are back in place.  The limits may have monetary or quantity of items limits on can be purchased at any one time.   If you are trying to bid on something, you can only place 4 or 5 bids, before ebay will stop you from bidding any more.
