5 stars for shipping PRICE

If shipping was free, there isn’t a shipping cost to rate so why does it matter? The item being not as described is totally irrelevant.

Seller gets five stars on free shipping because there is no shipping cost to rate.
So of course a seller would get five stars on shipping cost if there isn't any!
If the item isn't as described, you rate the stars for item description.
Anything a seller gets an automatic five stars for is because there wasn't anything there for you to rate.

Detailed seller ratings (DSRs) get prefilled for the reasons already mentioned. 3 of the 4 can be automatically grayed out, only Description is always able to be rated. You do not have to rate the DSRs if you do not want to, and ebay no longer uses them in terms of how they rate sellers.
The DSR system never was a truely 5 star system any way. Anything below 4 stars was considered a 1, and sellers could be sanctioned for having a 4.6 or below rating for a short length of time.

A) apples to oranges. free shipping cannot be compared to the quality of an item. free shipping is free shipping...it is not up to debate whether it was free or not...period; unlike the quality which is subjective.
B) You can ignore the "popup thing" you don't have to give any star ratings at all, it's purely optional.

It wouldn't be fair to give the shipping star a low rating simply because you're not happy with the item. There are star ratings specifically for that.
