Fake tracking number shows delivery to foreign country

I bought a widget from a seller. That seller provided eBay with a tracking number showing that a package has been delivered to a country that's not mine. What should I do to get a refund?
Based on what I've read, reporting to eBay that I did not receive my order will not help because eBay's automated system only looks at the status of the tracking number (which shows a successful delivery), not at the actual delivery location. Is this true?

Ebay requires the package to be delivered to your zip code. Another country definitely doesn't count as your zip code. So open an item not received case, and if they initially rule against you appeal, pointing out the tracking doesn't show delivery to your zip. You should then win and be refunded.

Thank you. I'm familiar with item not received cases, but not appeals. Does the appeal process require calling eBay? If it does, I'll need to budget an hour or two of my day to deal with the inevitable holds and the extra patience it takes to speak with someone at an overseas call center. 🙄

I've never had to appeal a case, but my understanding is that if the original case is decided against you there's a link to appeal that will also allow you to present your evidence. If not, rather than calling I suggest you go through social media. The reps there are actual US-based eBay employees and are much more savvy than the outsourced call center.
