If you received an item that was not the one described in the listing, go to your purchase history, cick on > More Actions, > Return Item then select from the list Does not match photos or description.
Doing that opens a dispute which will appear just above your purchase history. Your seller will have to reply to the dispute within 3 days by either sending you a return shipping label, or issuing a refund, if they do not want to pay the return cost. They have to do one of those things no matter what their return policy is.
If they do not reply or make excuses, on day four, open the dispute and click on the Ask ebay to step in button. They will not only refund you from the seller's account, but will charge the seller the final value fees for the sale and place a defect on their account. You get to keep what you received. You should read the terms of ebay's Money Back Guarantee. There is a link to the policy and its time frames for using it below the payment icons under the Shop with confidence header click on the underlined Learn more button.
In the future avoid buying items from seller's located in China especially, if they have a feedback percentage below 98.6%, and are selling items for much less than trending prices.

Well if they wanted more money than advertised ask for a refund and buy from someone else. Sellers are responsible for knowing the costs before listing. That seller didn't do that for you so just have them cancel the transaction then. It's common when sellers ask for more money for shipping cost. They made a mistake on the amount charged. As a buyer I deal with that a lot.

When/if any buyer receives an item that's not as described, all he needs to do is find the item in his Purchase History and click on "Want To Return". Did you do that? It doesn't really involve any actual contact with the seller. You can re-read the MBG to refresh your memory about how it works.
