I think cool is suggesting that the seller will complain when he's returned the box of papers that the buyer has to send.

Nope. Read it as you see it. How many times have you read here that a seller received a box papers or rocks back when issuing a refund. You are on the boards often and I am surprised you wouldn't of known about those things. They are very very rare but do happen supposedly.

Filing an insurance claim can be a waste of time for the buyer as he has to hold on to the package while it's being investigated.   The buyer needs to get that return shipping label and return his box of paper to the seller.  eBay doesn't require buyers to submit photos, and they don't accept video evidence from sellers either.  Let the seller dispute possible mail fraud as insurance claims are for the benefit of sellers only.
