Bought an expensive lens for a seller in China. Never received the item. Unfortunately, the shipper says the item was delivered.
Ebay says that since it says delivered they can not do anything to help me. This is unfortunate, especially after being an ebay buyer and seller for many years.

What is the delivery status as shown in your Purchase History?

Check your order details to make sure the correct address appears there. That is the address the seller is required to ship to.
Contact the shipping service to determine if the tracking number you received was for a package that was addressed to you.

You can avoid many fake tracking issues by choosing to only do business with experienced sellers that have a proven track record of delivering similar items as seen by examining the seller's feedback page, and by avoiding inexperienced sellers, sellers with patterns of negative feedback indicating serious problems, or sellers with large gaps in the selling history or recent drastic changes of seller behavior.

If you open the link provided by eburtonlab, and read the instructions, you can get a refund by appealing the decision by ebay. Unfortunately, UPS and FedEx are difficult to deal with. However when I wrote the reply, I was not aware that FedEx, has a tracking system you have to sign up for an account to use, that gives the shipping label address, and package type/size/weight. So if the final delivery was done by FedEx and you can get that page. If you post a screen shot of it to the appeal showing the tracking number and up dates. That should be enough to win the appeal. If not you will have to go the Social Media route.

There are so many issues with buying photography equipment from China (Glass and Body) that i am surprised you would of taken that gamble. Even if you did get the item, chances are that you would of gotten a counterfeit item when most expensive quality lens are not made there. Buying glass is already challenging purchasing online so don't make it more difficult than it is. Buy local or from a camera shop with a reputation that gives you options if there are any problems with the glass. (returns, scratches, defective, support)
You are an experienced Ebay seller and buyer so you should of known the risk/reward of making this purchase. You can always contact your bank/credit card to dispute the charges if all else fails but before you go that route, make sure you try to try to resolve within the Ebay system.

Says, delivered.
Ebay closed the case. I appealed it. But they are not going to do anything. This was a good seller out if China. Not the sellers fault. This is a matter with Usps. I have already contacted my financial institution. They are now dealing with the matter.

Actually, eBay's response is quite common. So is this "fake tracking scam". There are no policy pages on eBay that provide guidance for victims of this even though there are posts like yours here almost every day.
