I placed an order, and on August 31 ebay sent me an out for delivery notification.
The item never came, it was due at the latest september 4th.
When I track it there is nothing saying anything about being out for delivery.
I can track it on the ebay global shipping, and on fedex, but the other tracking number doesn't work. Ebay told me it's for purolator, which is the carrier delivering it. I contacted pitney bowes, they told me to contact ebay, which I already did.
I contaced purolator, and they said they need a valid tracking number to help me.
This never happened before when Canada post was the delivery carrier.

Update: package is here! Yay!
Took 10 days after clearing customs in the city I live in before being delivered, and was with a different carrier than what I was told.
Oh well, atleast its here.
I just realized though that I paid roughly %40 less for the item getting it used, yet the duties charged by the global shipping program are roughly %10 less than if it were brand new.

File an "Item Not Received" request for a refund in eBay's Resolution Center or through the item listing on your Purchase History page. You have 30 days from September to file for a refund under eBay's Money Back Guarantee.
You have 180 days to file the same request with PayPal, if you used them to make your purchase.

In the future never buy from a seller who uses the Global S****ing Program. They always contract with the lowest quality end delivery service. I've never heard anythings but complaints about Purolator's service from my Canadian friends.

I did on September 5th. Ebay told me after 7 days if there is no more shipping activity with the tracking number then they will "close the case in my favor."

This is the first time Ive ever had a problem, every other time all the tracking numbers worked, and it was canada post.
I was able to track right up until it was out for delivery.

I made a mistake. Ebay didnt say 7 days, they said since there was tracking updates within the last 7 days they put a hold on my case until september 15th.
Then if no more progress they will notify me within 24-48 hours with their decision.

Update;
There is a shipping update, but only with the link ebay sent me.
Now the link takes me to intelcom instead of purolator, but again the tracking number doesnt work.
Intelcom is the worst!
Amazon sometimes uses them and on several occasions they dont deliver, they just drop it off at a pick up location, when I contacted intelcom they said that nobody was home to receive the delivery and they should have left a delivery attempt notice.
Nope! Someone was home all day and my security cameras showed they never even stepped foot on our property.

Got another shipping update.
Says it’s in my city as of 9:03 today in transit with the destination carrier.
That was at 4:03pm today, a 5 hour difference would mean it’s in a different continent.
So ridiculous!

Ebay Global Shipping Program is harming buyers and sellers...
I see that this Global Shipping Program is charging often some more than actual fees and import taxes, and that there is NOT a REFUND of amounts paid in excess.
It looks also that there is not a special insurance for problems in delivery: they state that the responsible is only the buyer, and that there is ony Paypal insurance and ebay protection, even if the balme would by by Pitney and Bowes.
In this situation I DO NOT BID on objects that are shipped through GSP.
Somebody here has some experience to share ?

You're paying a Program fee, not an anatomical dissection of import fees, taxes, gas, etc. in the same way you don't get a partial refund on the payment for a bowl of squicnhomi even if the cost of pasta has gone down.

Had my first "experience" with the Global Shipping Thing, and (as Hawk Harrelson would say)..."IT GONE!"
That "Global Shipping thing" is/was a really bad idea. It confuses both Buyer and Seller.
(And frankly? There is NO WAY, I am ever going to send something to "Kentucky" to have them "send it to Australia". Nope.
I am not even sure how they "estimate" their postage as they are 1) overcharging the buyer (I had an easy "one pounder" go to the UK the other day. Basically..."about $12" via USPS 1st Class International. This "Global Shipping" (Thing" charged customer TWICE that. (Yep, I took care of the customer as always. Nope, I won't ever do that "Big Brother is Watching/Global Shipping Control' nonsense anymore (I opted right out of that mess. (Yep...I was one of the many that "forgot to un-click the blue button" that Ebay puts on there while starting the Template, and Yep...the chaos of trying to navigate that hot mess? Was ONE TIME too many for me. "It Gone!" And I recommend anyone else do the same. We CAN still ship via International (isn't all that hard to look up "est. cost 2lb package to Belgium, or wherever" via the USPS site, and simply "send it 1st Class Air" (HOWEVER...and it appears the Global Shipping thing tries to send em all "Priority"??? Makes no sense to me on that. As we the seller should be able to communicate WITH our international buyers about shipping DIRECTLY before we ship (usually 1st Class Air, unless Priority is not that much of a cost differential.)
But that system seems to wish to "handle it" all by themselves. Nope. Sorry. Opt out of that. Good sellers want to know EXACTLY when and how it shipped. I am quite "Old School" when it comes to that. But it works. And "selling internationally", we should be able to enter-in ON OUR END only, the cost to ship. (like we used to do). And shall again.
However, the confusion of that "program w the little blue checkmark" we so often forget to double check? Has created a world of headache for long-time sellers and buyers.

That section is written very poorly but what it means is that the buyer is the one responsible for filing a claim once the item leaves the gsp center. Buyers who use the gsp are still covered by the ebay MBG and by Paypal. If an item is damaged in transit after it leaves the center, the buyer can file a claim, the gsp will refund and will not require the item to be returned. That's how it has worked since the gsp started.

ive used global shipping thru ebay for at least 4 years. everything has been hunky- dory except in dec when usps was at its worst and it took 20 days for a package just to get to ky from az. once it did though, it got to japan pretty quickly. i have no qualms about using global shipping.

I had a GSP package to the UK not delivered after it was received in the UK. Buyer had to wait until the Delivery Date has passed and then they filed a Item Not Receive Claim.
Packaged was insured by GSP but eBay told me they gave the Buyer a Courtesy Refund.
