Hello I'm having an issue right now with 2 items that I won back in May but the orders were cancelled because I didn't know at the time that ebay now cancels orders if they aren't paid on a certain date. I explained to the sellers about this and it wasn't their fault. I bought the items that were cancelled and paid for them when the seller's re-listed them. Because of this issue I am having trouble bidding on items. The sellers left positive feedback for me. That's the proof I have. Yesterday it took me forever to try and get a hold of an agent. I had to do live chat on ebay cause the phone numbers I tried didn't work. The agent said that he had to get someone else in the ebay department to look into this and he used some kind of code for them to check the issue and fix it. He said it should take 24 - 72 hours for the issue to be resolved. My question is how can I find out if the strikes have been removed? I can't find anything. I looked all over ebay and cant find anything. I wish ebay would stop changing everything on their site and leave everything alone.

There is a good chance the ebay rep was telling you what you wanted to hear. NPB strikes are very rarely removed. They will age off after one year though.
The only way to tell if they are gone is if you no longer have trouble bidding on items.

You didn't pay so you got a strike and the ability to pay later is GONE. That transaction is OVER. Rebuyng it when it was relisted doesn't fix your problem. It doesn't remove the strike. You cost the seller time and money. eBay keeps their listing fee and the .30 transaction fee. Most sellers block bidders who didn't pay. You're lucky you weren't blocked by the seller and you were able to rebuy.

Sorry to the best of my knowledge strikes remain on your account for a full year
You strikes will 'factor of' May 2022 but until then you will be blocked from many seller
CSR was incorrect and as posted by my fellow board member above rep probably just told you what you wanted to hear

eBay doesn't automatically cancel until after the 4th day unpaid. Exactly how long were you planning on making your sellers wait for payment?

eBay sends payment reminders twice
Did you fail to receive those?
Also there is a pay by or lose date note on item listing in your unpaid item section of your purchase history
Did you fail to notice that 'note'?

@dobie2000 CS is notorious for giving bad answers, unfortunately. You'll have to wait until those strikes roll off - eBay has not changed this for years and it's nothing new. And be aware - the unpaid item (i.e., non-paying bidder) procedure has changed, if you don't pay, not only is the order auto-canceled, but you will automatically get a strike, not just if the seller remembers to report it.

I just contacted an agent again today and they said I have 0 strikes and 0 bad marks on my account. So i don't understand why one item I want to bid on its saying I received 2 or more strikes within 12 months and the seller blocked me for bidding on the item. This doesn't make any sense. Also I'm a very responsible buyer!!! I have 100% positive feedback! I didn't do anything wrong!

I believe that the UA specifies that buyers are required to pay for their purchases. Sellers were, until recently, required to wait a minimum of 48 hours before opening a UID so that sets the minimum time a buyer has to pay before any action could be taken. However, under the new policy sellers no longer have sellers no longer have to file a UID and can allow eBay to automatically cancel the transaction and give the buyer a strike for non-payment.
Frankly, I would like them to do something similar about bid retractions and penalize those bidders with excessive amounts of them.

While all buyers have 100% feedback since sellers can leave them nothing else but positives, that does not mean that you a a responsible buyer. Frankly, since you brought up your feedback record, your bid retraction record which is a part of it, makes you a candidate for being blocked by sellers also. I place anyone with more than one retraction showing on my BBL.

You did something wrong. You didn't pay for a minimum of 2 auctions.
That's irresponsible.
Sellers have the right to protect themselves against buyers with a proven poor track record. Hence, you can't bid on most auctions.
Customer service, well, we all know they say anything they think will get you off the phone. Nonpaying strikes are not removed for the reasons you stated.
You've got 8 more months. Take responsibility for your actions, instead of trying to blame someone else.

Well
IF CS is CORRECT and you do not have any strikes then you should not have a problem bidding or buying as usual (would not count on that one)
But IF CS is INCORRECT you will find yourself blocked by many sellers unable to bid/buy items even from sellers you may have purchased from before

You must be certain you want an item BEFORE you bid
