Ebay is to slack on sellers playing The system!

 Ebay has no Artificial intelligence in place to stop fraudulent sellers to get big money for free. Thiese accounts may a have few sells and positives feed backs but there are a scam but still leave them active? I think it's some kind of free interest loans set up.

 

  If you wish to file a claim as buyer you must wait 30-60 days and pay your credit card regardless because if you file a charge back Ebay loses money up front on the deal and penalizes the buyer!

eBays Money Back Guarantee works very well when used properly and in a timely manor.
You have 30 days from the date of delivery to file a return for defective, not as described or damaged items. To get your money back. 
You have 30 days from the last estimated date of delivery to file an item not received case through eBay if you don t get your item to get your money back. 
eBay doesn’t lose anything when you file a chargeback it’s the seller that loses both the item and the funds. 
Filing chargebacks you have 180 days from date of delivery or estimated date of delivery to file a chargeback through PayPal if that’s how you paid or your credit card.

I agree, however no amount of "AI" would be but so difficult to get around, after all we are talking about sellers playing the system.

It's not clear from your post what the scam is or how AI could stop it. If you're talking about new sellers somehow raking in big bucks from the float on funds paid for undelivered goods, you're not taking into account the fact that eBay holds the funds of new sellers until tracking shows the package delivered. So they won't collect the 12 cents in interest they would have otherwise made.

 

And no, you don't have to wait 30-60 days to open an eBay case. You can open a case one day after the last estimated delivery date.

    Looks like ebay keeps the money in escrow while the so called bad seller is finally cancelled, you file a for reverse charge back credit the credit card company take 20% from the seller so it looks like ebay is getting the interest free loan! That's why they don't like you to go over their head! It's a scam!

So many fallacies here. First, eBay doesn't have the money. Their payment processor is Ayden, a huge payment platform based in Amsterdam. So eBay never has the money. Ayden does. Second, in 99% of cases is totally unnecessary to involve your credit card. You simply open a case under eBay's Money Back Guarantee and are refunded. No vast conspiracy, no scam, no interest free loan.

 It's so obvious of these low ball items for sale here and E bay allows it by turning a blind eye to these scams.They can hide behind shell entries and keep your money in libo  until the required time runs out.

The problem is not so much eBay turning a blind eye, though I generally agree that eBay could do more to be proactive about stopping such sellers and their removing their listings.

 

Ultimately, the problem is that scammers are not stopped by ending listings and suspending accounts. Scammers open new accounts or hijack old ones and continue listing scam items.

 

Buyers need to look out for their own interests, protect themselves and stop expecting eBay to vet all their sellers for them. Above all, buyers need to recognize the too-good-to-be-true deals listed by accounts with no selling history are bait set out by scammers to trap the unwary and take their money.
