Ebay Mastercard rewards points payment option for Auction or best offer listings not available? I cannot find a way to use the card for anything but BUY IT NOW listings.

Makes sense as the credit card only wants to be used for SURE THING sales.
Offers and Auctions are NOT sure things.

Are you being shown a screen that requires you to pre-select a payment source in order to proceed to make an offer or bid?
If you comply, your payment options will be quite limited. In addition, if you should win multiple auctions from the same seller, you will not be able to request an invoice for combined shipping since they will be auto-billed separately.

Your BUYER ID is set by eBay for FORCED COMPLIANCE. It only works (or will be required) if you wish to deal with sellers who retain the preferences eBay placed on their account with a default to yes. Buyers can do nothing, but sellers can turn if off if they even know that they are there. Many don't have a clue.
Yours are set to YES, so you will be requiring your BUYERS to comply before they can make an offer, or bid, just like you are seeing now. It limits the ways buyers can pay, and prohibits combined shipping or invoicing for one shipping cost. Though touted by eBay as a way to cut down on non-payers, these work really great and are more effective in discouraging buyers that DO PAY. It costs more for both the buyer AND the seller, so eBay makes more, instead of sanctioning those buyers who don't pay.

Keep them set to yes, and any buyer that wants to deal with you is going to meet the same problem (or worse) that you are having now trying to make offers or bid.
eBay does not allow a BUYER ID to exclude themselves. Sellers can turn those rules off to make it NOT mandatory for their buyers.
