Confused on Pre-Order Rules?

So I’m a little confused on some things regarding the Ebay Pre-Order Policy and the information I have searched regarding it. Numerous posts that I have read said that the 30-day buyer protection starts from the day of purchase while others say it starts from the latest delivery date or from the date the listing ends. I’m confused as to which one is correct so I’m hoping that I can get clearer answers here. 

P.S: For anyone wondering, the item I want to get comes out on the 31st of March. The estimated delivery is between March 20-25 and the item listing ends on March 1

A buyer can file a claim for "Item not received" within 30 days after the latest estimated delivery date. An item with an estimated delivery date of March 25, the buyer can file an "Item not received" claim any time from March 26 to April 24. Click on "eBay Money Back Guarantee timelines":

But that's not the relevant policy here.  As noted in the linked policy above, sellers must ship within 30 days after payment.  A presale for an item that is released on March 31 is a policy violation.

I actually found this information from the eBay community itself. I read the policy but was told that it can be somewhat ambiguous so I’m still not sure
