I have tried several days to open a case and each time it takes me to a page with this message
Sorry, our system is temporarily unavailable. Please try again later or you can try to resolve the issue by contacting the seller.
The seller doesn't respond.
I can't find any help.

Check the estimated delivery date for your item, you need to wait 24 hours past that date to open INR.
There is no rush to open a case, you have 30 days after the EDD to file.

You've been on eBay for over 23 years @gems-4-me and you know
- you should be able to open an Item Not Received refund request right after the latest estimated delivery due date.
But no longer -- you cannot start an INRRR after the LEDDD:

No. Just no. One community post about someone starting a case before the last delivery date doesn't override eBay's MBG policies. If you can't offer advice that's correct, perhaps you shouldn't answer at all.

I have no idea what your explanation is. The seller never gave any shipping information after I paid. I continued to ask for shipping confirmation and none was given after waiting for almost 10 days I tried filing a claim and it will not.

No, it means that on the rare occasion when there is not a estimated delivery date range specified in the listing eBay uses the 7 days from payment date figure. Since the vast majority of listings have estimated delivery dates, your example applies once in a blue moon. And no, if the listing shows a last estimated delivery date that's more than 7 days past the payment date you can't open a not received case until one day past the last estimated delivery date shown in the listing.
