Can't open a return case on item not as described

Hi, 
Just wondering if anyone has any suggestions.
I recently bought a helmet that was described as fitting head size 55-56cm. My head is 54.5cm and it won't even remotely fit on my head. 
The seller says they don't accept returns, but the item says it's 'covered by the eBay Money Back Guarantee'. However, when I try to choose a reason for return, eg 'not as described' or even 'defective', it doesn't work, I just get a page that says 'seller doesn't accept returns for this reason'. I can't even open a case with this seller. I am also adding photos to this, and it's still not working.
Any thoughts?

Find the listing in your purchase history and open it.  Look just under the item title to see what category the helmet was listed under. If it was listed under business and industrial then it would not be covered by the Money Back Guarantee and it would say that on the listing page.

If as part of your dispute you chose item does not fit, that may be the reason why you are not able to open a dispute.  To get better answers you may want to post this topic again on eBay's U.K. site's community, this is the U.S. based site's community (ebay.com) Use the link below.  Most policies are the same on the various sites, but there can be differences.

Oops, I didn't realise I'd not posted in the UK forum! This is the first time I've posted in the eBay community.

So - I can't see a category for this item but it's actually an (expensive!) novelty item, it isn't business and industrial, and it does say it's covered by the Money Back Guarantee. And I didn't chose 'item didn't fit', I chose not as described, because it was described as fitting a bigger head size than what I actually have!

Anyway... I'll repost this on the UK forum, thanks for the suggestion.
